CR 93-096 Sonoma Apartments \ "\ y 0 June 8, 1993 ~ OPK\~ Council Report 93-96 , , SONOMA APARTMENTS - CORNER FEATURE PROJECT Pro-posed Action. staff recommends adoption of the following motion: Move to authorize staff to solicit proposals for a landscapinq improvement project on the City of Hopkins proper tv located at the northwest corner of County Road 3 and Fifth Avenue. Approval of this action will allow staff to undertake the process of securing proposals to complete the landscaping improvements at this intersection. Overview As part of the Sonoma Apartment project it is proposed that the City owned property south of this site be upgraded. The City staff has previously contracted with Westwood Professional Services to provide a variety of design concepts. In January of this year these various concepts were reviewed by the city Council acting as the HRA. The conclusion from that meeting was that the upgrading of this area should basically consist of a landscaping improvements at this time. It was stated that such design should be undertaken in a manner so as to allow incorporation of possible monument or signage at a future date. Westwood has now prepared a site plan and specifications which reflects the feedback received from the HRA. Upon approval of the staff recommended action proposals will be solicited from various contractors to complete the work as detailed. Upon receipt of the proposals staff will return to the City Council in July with a recommendation for award of a contract. It is anticipated that the cost of completing the proposed improvements to this area will be approximately $15,000. The cost of this work will be financed with either tax increment or economic development fund dollars. Maintenance of the landscaping will be assumed by National Handicap Housing Institute. Project The National Housing Institute is constrocting an apartment project on the northwest corner of the intersection of 5th Avenue South and County Road 3. This project, called the Sonoma Apartments was assisted by the City in its development and is currently being built by Frana & Sons, Inc. (941- 0282). The City of Hopkins has an interest in creating an image statement at the southeast comer of the Sonoma site. The comer feature project will be built on public land and \'vith the cooperative assistance of the General. Contractor and Owner of Sonoma Apartments. Westwood Professional Services, Inc. prepared plans for this "Corner Feature". This !tComer Feature" consists of two now construction contrncts as described in these plans and specifications and some work under the current contract with Frana & Sons. Work cannot begin until fall of 1993 and must be completed by the end of October. However. neither of the Contraotors for the Comer Feature nor the City shall be bound to these dated if circumstances beyond thei.r control (weather. acts of God; performance of the General Contractor. etc.) interfere v."ith that sch(",dule. 2. All work falls on land owned by the City of Hopkins as public right-of-way or under construction use agreements with tb.c Owners of the Sonoma Apartments. 3. Contractors installing work as Package 1 - Landscape or Package 2 ~ Lighting; must coordinate work on site and timing 'with the General Contractor for the Sonoma Apartments (Frana & Sons, Gerry Rothmeyer, 944-0282). 4. The Sononta Apartn'lcnts project win prepare the general site to include the follm-ving: a. The apartment building and its utility services. b. The parking lots and drives including paving and curbs near the cornet f~ture. c. The irrigation .of the cntire site including the corncr feature area. d. Sodding of the grounds including the area all around the comer feature. e. A handhole box at the curb near the corner feature which ,,~1l contain three 20 amp single pole 120 volt circuits. Two of the circuits will be connected to the building photocell. One of these two shall serve the imbedded lights for the base bid ofPackagc 2; the other shall terminate in the handhale to serve a possible future sign (Altemate 1 of Package 2). 111e last circuit shaH go from the circuit breaker in the building's control panel to the receptacles in the comer feature (Alternate 2 of Package 2). 5. The Contractor shall call Gopher One and check with Frana & Sons' project manager for Sonoma Apartments prior to any excavation to detemline the locati.on .of any buried utilities io. the area. 6. The Landscape Contractor from Package 1 shall be responsible f.or filling and shaping the bed ta create the land form shown, then delineating the planting bed "vith an edger and informing the Lighting contractor when he is ready to have lighting installed. The Landscape Contractor shall install the treated timber pests which the lighting contractor shall use to mount receptacles. TIlls item may be deleted from the contract at the City's option. 7. TIle Lighting Contractor from Package 2 shall inspect the site to verify if it is ready to receive his work. If it is unsatisfactery, the City Representative and Landscape Contractor shall be informed to correct the site to receive lighting. Once the site is ready, the light fixture receptacles aIld conduits shall be installed. Imbedded lights shall be set to be flush with. surface of mulch (4" above planting bed). Receptacles shall be mounted. on the 4" x 4" posts. 8. The Landscape Contractor shall then install plants and mulch. 9. The Lighting Contractor shall test the lighting to verifY that it is operating correctly. 10. The Landscape Contractor shall be responsible for watering plants untit the irrigation system is operational.
