APPROVAL OF THE PAY EQUITY IMPLEMENTATION REPORT
Proposed Action
Staff recommends that the Council approve the following motion: Move that the Hopkins City Council
approve, and authorize the Mayor to sign, the attached Pay Equity Implementation Report.
Adoption of this motion will allow the City to submit a new Pay Equity Implementation Report as required by
state law.
Overview
Each local government jurisdiction was required to submit a Pay Equity Implementation Report as provided
by Mirmesota Statutes, section 471.9981. The report was submitted to the Department of Employee
Relations (DOER) in January of 1992.

The City of Hopkins received a "First Notice of Non-Compliance" from the Department of Employee
Relations (DOER) in February stating that the City was not in compliance with DOER's interpretation of the
Pay Equity Act. The City must now submit a new report by June 30, 1993. StatTbelieves that DOER will
find the City in compliance based upon the data that will be submitted in this report.

Primary Issues to Consider
Why has the City gone from being out of compliance to being in compliance?
The results the City received from DOER were based upon City salaries as of December 31, 1991. The new
report must be based upon City salaries as of May 31, 1993. Since the City submitted the original report the
following changes have occurred in the City's job classes:
· The Public Works receptionist class has gone from male dominated to female dominated.
· The Seasonal Worker class has been added.
· The Parking Enforcement Officer class has been modified.
· The Police Receptionist class has been added.
· The Records Technician and Lead Records Technician classes have been added.
· The Residential Property Appraiser class has gone from female dominated to balanced.
· The Supervisor class was combined with the Superintendent class.
Based upon these changes, as well as annual increases in pay and benefits, staff believes that the City is now in
compliance with the Pay Equity Act.

Dear Jim Genellie:
Thank you for submitting your pay equity report required by the Local
Government Pay Equity Act M.S. 471.991 - 471.999 and Minnesota Rules Chapter
3920. Unfortunately, your jurisdiction did not meet certain requirements,
resulting in a non-compliance ruling by the Department of Employee Relations
(DOER). However, the good news is that you have an opportunity to make
adjustments to meet the requirements and submit a new report by June 30, 1993
prior to any penalties being assessed.
You have received this "First Notice of Non-Compliance" because your
jurisdiction did not pass one or more of the compliance tests. Details of
your test results and further instructions are attached. These materials are
public information and must be supplied to anyone upon request.
This first non-compliance ruling entitles you to two options. One option is
to take action to pass the necessary test(s) and file a new report by the
required date. The other option is to request reconsideration. Instructions
for each of these options are attached.
It is very important that you respond appropriately by the date specified for
whichever option you choose, because a "Second Notice of Non-Compliance" will
result in penalties being assessed back to December 31, 1991. We are eager to
help you achieve compliance. We urge you to contact us and review the
adjustments you plan to make prior to officially filing your new report. This
informal "preliminary review" may prevent a second non-compliance ruling and
the penalties that would result.
