..1993 HISCELLANEOUSSPECIAL ASSESSMENTS -,
Proposed Action.
Staff recommends adoption of the following motion: Move that Council
adopt Resolution 93-88. Resolution For Hearing On Proposed Assessments
- 1993 Miscellaneous, Special Assessments and certain Private
Improvements.
Adoption of this resolution, will begin the assessment process for
various small projects and delinquent invoices.
Overview.
In addition to assessing delinquent invoices and maintenance of the
parking ramp, the Council will need to consider small, private
'improvements undertaken this past year, installation of sidewalk at
the 'Sonoma Apartments, repair of a water service line at 910
Mainstreet in conjunction with Mainstreet improvements, excavation of
a pond at 707 Oakridge' Road in conjunction with Knollwood
improvements, and parking lot improvements at Alliant Techsystenms in
conjunction with sidewalk installation along 2nd street N.E.
.' An assessment roll has been calculated and staff recommends moving on
to a public hearing.

Resolution For Hearing On Proposed Assessments
certain Private Improvements &1993 Miscellaneous Special Assessments
WHEREAS, the engineering superintendent, has prepared an assessment roll
for installation of sidewalk at 44 5th Avenue South, repair of water
service at 910 Mainstreet, excavation of pond at 707 Oakridge Road,
parking lot improvements at Alliant Techsystems, and 1993
Miscellaneous Special Assessments, and
WHEREAS, the city clerk has notified the Council that such proposed
assessments have been completed and filed in his office for public
inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1. A hearing shall be held on the 5th day of October, 1993, at the
city Hall at 7:30 P.M. to pass upon such proposed assessments
and at such times and place all.persons owning property
affected by such improvements will be given an opportunity to
be heard with reference to such assessment.
. 2. The city Clerk is hereby directed to cause a notice of hearing
on the proposed assessments to be published in the official
newspaper at least two weeks prior to the hearing and to mail
notices to the owners of all property affected by said
assessments.
3. The notice of hearing shall state the date, time and place of
hearing, the general nature of the improvement, the area to be
assessed, the total cost of each of such improvements, and that
the proposed assessment roll is on file with the clerk and that
written or oral objections will be considered.
4. Assessments shall be payable in annual installments over the
following periods at the specified interest rate:
a) Sidewalk at 44 5th Ave. So. - 10 years at 8%
b) Water service at 910 Mainstreet - 15 years at 8%
c) Pond excavation at 7070akridge Rd. - 10 years at 8%
d) Alliant Techsystems parking lot - 10 years at 8%
e) Miscellaneous Assessments - due & payable in full in 1
year.
Adopted by the City council this 7th day of September, 1993.
