Staff recommends adoption of the following motion: Move that Council Adopt Resolution 93-89. Resolution For Hearing On Proposed Assessments - Mainstreet Service utilities segment 4. Project 90-04B. Overview. Council at its August 17 meeting authorized the preparation of an assessment roll for the service utilities and private improvements portion of segment 4 of the Mainstreet reconstruction project between 11th Avenue and Shady Oak Road. The assessment calculations have been completed based on actual construction costs. Staff recommends that Council set a hearing date to consider special assessments. An assessment roll has been calculated and staff recommends moving on to a public hearing. Primary Issue to.' Consider. 0 Schedule September 7 Council orders public hearing September 15 & 22 Public hearing notice in Sailor October 5 Public hearing and Council adopts assessment roll November 4 Deadline for interest free payments November 26 Deadline for prepayment of levies supporting Information. 0 Resolution 93-89 Ja~s~ Engineering Superintendent ~ f' (' city of Hopkins Hennepin County, Minnesota Resolution No.: 93-89 Resolution For Hearing On Proposed Assessments Mainstreet service utilities Segment 4, Project 90-04B WHEREAS, the engineering superintendent, has prepared an assessment roll for Mainstreet Service utilities Segment 4, Project 9p-04B and WHEREAS, the city clerk has notified the Council that such proposed assessments have been completed and filed in his office for pUblic inspection, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1- A hearing shall be held on the 5th day of October, 1993, at the City Hall at 7:40 P.M. to pass upon such proposed assessments and at such times and place all persons owning property affected by such improvements will be given an opportunity to be heard with reference to such assessment. " 2. The City Clerk is hereby directed to cause a notice of . hearing on the proposed assessments to be published in the official newspaper at least two weeks prior to the hearin~ and to mail notices to the owners of all property affected by said assessments. 3.. The notice of hearing shall state the date, time and place of hearing, the general nature of the improvement, the area to be assessed, the total cost of each of such improvements, and that the proposed assessment roll is on file with the clerk and that written or oral Objections will be considered. 4. Assessments shall be payable in annual installments extending over a period of 15 years and shall bear interest at a rate of 8 percent per annum.
