I Council Report No. 93-150 AWARD OF BID FOR AUTOMATED REFUSE TRUCK Proposed Aotion: staff recommends adoption of the following motions: "Motion awarding the cab and chassis portion of the bid to Allstate Peterbuilt for the purchase of a model 320 Peterbuilt Cab and Chassis at a cost of $62.480." "Motion awarding the packer portion of the bid to Haulers Equipment for the purchase of one Rapid Rail 22vard packer at a cost of $43,940." overview. The bid opening for one Automated Refuse Truck was held at Hopkins City Hall on August 26, 1993. The truck specification allowed for three different option bids. The first option was for _a_ bi.<i . on only the cab and chassis portion of the vehicle. The second option wasror-a, Did -on only-then automated --packer portion of the vehicle. The third option was for a bid on a complete unit, cab, chassis and packer. The amount budgeted in 1993 for purchase was $106,000. .~ The reason the specification was written this way was to insure that the completed unit would be made to fit our type of application. Also there is a cost savings by having the ci ty purchase the cab and chassis instead of the body manufacturer as the body manufacturer would not receive a government discount. Bids were received from Mack trucks and Allstate Peterbuilt for the cab and chassis portion of the bid. Bids were received from Wayne Engineering, Rapid Rail, and Heil corporation, for the refuse packer portion of the bid. We did not receive any bids for a complete unit. We also solicited bids for trading in our used refuse truck. The amount of the bids received was below what we believe we could get for the vehicle. We will attempt to sell it outright. Staff's recommendation for purchase of the Peterbuilt cab and chassis and the Rapid Rail refuse packer are based on compliance to specifications, past experience, and overall best interest in long term costs. . - .'" MAINTENANCE The agency agrees to provide suoh preventative maintenance and daily and monthly services as described by the manufacturer. SINGLE AXLE AUTOMATED REFUSE TRUCK ' GENERAL CONDITIONS These specifications contemplate the furnishing and delivery to the City of Hopkins, one (1) single axle fully automated refuse truck. The unit when completed shall be ready for operation with all equipment and accessories needed for efficient operation whether or not specified herein. The city of Hopkins has optioned to b~dout the automated refuse truck as three separate bids. Bid "I" will be for the cab and chassis;,.;portion of the unit. Bid "II" will be for the automated refuse body portion of the unit and Bid "III" will be for suppling a complete unit. We will also be bidding an option bid for one (~) used International refuse truck. Anyone bidding on any portion of this specification is not obligated to bid on more than one item. BID SECURITY No proposal shall be considered unless each bid item is accompanied by a cashier's check, certified check, or bid bond in the amount of at least five percent (5%) of each tendered bid. . All forms of bid guarantee shall be made payable to the City of Hopkins. The bid guarantee of unsuccessful bidders will be returned within thirty (30) days following action by the City on the award of the contract and to the successful bidder on the completion of the contract. In case the successful bidder fails to enter such a contract, the amount of the bid guarantee shall be forfeited to the city. PROPOSAL The bidder shall submi t his proposal on forms as furnished in these specifications. Only proposals which are made out on the original form attached hereto will be considered, and no bid will be accepted without completion of the attached questionnaire. Page 5 .Ublic Works staff recommends that in the best interest of the city the , model 320 Peterbuilt represents the best overall value at the lowest price. Even though the Mack was $213 lower on the bid, when you factor in the cost to equip the vehicle to be comparable to the Peterbuilt, the Peterbuilt comes in over $2,500 less than the Mack. When you factor in the $250 for the transmission warranty and the modifications to the electronic controls that need to be added to the Mack, the Peterbuilt becomes the lowest cost to the city and this is why we are recommending it's purchase. 0 Is the award to Haulers Inc. for the Rapid Rail automated packer in the best interest of the city? Public Works staff has reviewed the bids and inspected the equipment in detail. All three units bid are very reliable and proven pieces of equipment, parts availability is excellent for all three refuse bodies bid. Following is our findings and recommendations: Bid Compliance: 1) The Rapid Rail model 22XBB - bid price $43,940 - met or exceeded all bid specifications. 2) The Heil Hodel 7000 - bid price $45,465 - met or exceeded all bid specifications except: (. SPECIFIED BID Capacity 22 yards 20 yards Arm Reach 96" 50" Hydraulic Pump 30 gallonjmin 23 gallonjmin 3) The Wayne Curbtender - bid price $42,900 - met or exceeded all bid specifications except; Packing control, specification called for packing system to be capable of continuoUs operation. The Wayne unit does not offer this option. Public Works staff recommends that in the best interest of the city that the Rapid Rail model 22XBB represents the best overall value at the lowest price. Although the Wayne Curbtender was $1,040 lower on the bid there are several problems that would be encountered if we were to purchase the Wayne Curbtender versus the Rapid Rail 22XBB. 1) Cab. If we were to purchase the Wayne Curbtender we would need to go with a right side drive. We currently use left side drive trucks. The reason we would need to change is that the construction of the Wayne Packer is such that a driver sitting on . the left side of the cab would have an extremely difficult time seeing the container in order to pick it up properly. Also if we were to go to a right side drive to accommodate the Wayne, we have a problem with our very narrow alleys. The problem is when a driver pulls up to a container sitting next to a garage in the alley the driver cannot see the container because the cab on the Wayne is along the garage. In this type of situation the driver ~------ " council Report No. 93-150 Page 6 would need. to turn his head completely around to look out thee. . ( rear window to locate the container. This is not acceptable frolllt a safety standpoint. Constant turning of the drivers head would certainly over time cause severe neck problems. It has been the desire of the drivers to remain with the left side drive as it involves the least amount of turning and twisting while picking up 500 containers per day. Another cost consideration is that in' order to go to a right side drive, we would have to add another $850 to the cab and chassis bid for that option. This makes the bid difference only $190. For the past seven years the city has used two trucks equipped with the Rapid Rail refuse system. Our mechanics are very knowledgeable in all aspects of repair of this unit. We currently stock approximately $2,000 worth of parts for the Rapid Rail refuse packer. If we were to change, for a $190 difference in price, it would be used up in stocking parts for a different type of packer and in training for city mechanics. . It is because of these concerns for safety and not changing a system that has proven to work that we are recommending that the bid be awarded to Haulers Equipment for the Rapid Rail model 22XBB Automated Packer. Staff feels that this truck represents the lowest overall long term cost to the city. . . ; <. Council Report No. 93-150 Page 3 . Detailed Background currently the Sanitation division of Public Works uses three refuse trucks for the collection of refuse and yard waste for the city. Two of the trucks, a 1985 Mack with a Rapid Rail automated loader, and a 1986 International with a RapidH Rail Hautomated loader, are used for the pick up of the residential 90 gallon refuse containers. Both of. these trucks can also be equipped with arms to enable them to pick up 300 gallon containers. A third truck, a 1977 Ford with a rear loading refuse packer, is currently used for yard waste collection, bulk pick up, and as a backup for the automated trucks. On March 1, 1993 we changed from using two trucks/three days per week/8 hours per day, to one truck/four days per week/10hours per day. This enabled us to utilizeonlyoneCtruck and retain the other for a spare. The 1985 Mack truck was scheduled to be replaced in 1991 and the 1986 International truck was scheduled to be replaced in 1992. Because of the uncertainty as to the future of refuse pick up by city forces, and the method that would be used to meet the ever changing regulations, purchase of those trucks was delayed. During the 1993 Legislative session the Legislative Commission on Waste Management enacted into the Waste Management Act a requirement that a local government unit that collects ,~301id waste must implement charges that increase as the volume or weight of i waste collected increases. What this means to the city is that by January 1, 1994, we will have to supply city residents with a choice of a 30, 60 or 90 gallon container for their refuse. The current refuse trucks are equipped with arms that can only pick up 90 gallon containers. The new refuse truck will come equipped with arms that can pick up 30, 60 and 90 gallon containers. We had originally planned to replace both trucks as they came due, however by changing the route system and going to four ten hour days, we only need to replace one truck at this time. . The second truck the 1985 Mack is currently being retro-fitted with the new style arm by city crews. This truck will act as a backup for the new truck and will also be utilized for possible yard waste or bulk pick up. Analvsis of Issues o Is the award to Allstate Peterbuilt for the cab and chassis in the best interest of the city? Public Works staff has reviewed the bids and inspected the equipment in detail. Both the cab and chassis bid by Allstate Peterbuilt are very reliable and proven pieces of equipment. Parts availability are excellent for both the cab and chassis bid.
