SUBJECT: Performing Arts Center
I. Puroose of Discussion
Over the last 2-3 weeks meetings have been held with
representatives of the arts group which is forming/Child's Play
Theater/Minnetonka Dance Theater, and city staff regarding issues
relative to achieving the development of the performing arts
facility on the Suburban Chevrolet property. Staff desires to
discuss issues or topics which have been raised during the
. meetings in order to receive Council input.and comments. Examples
of issues which staff would be interested in discussing with the
City Council include:
· The utilization of a "design buiid" approach towards the
construction of a Performing Arts Facility.
· A progress report from the arts group which has met on two
occasions.
· Discuss methods to generate community input and comments on
"the construction of the first phase of the Performing Arts
Facility project and potential future phases.
· Examine a potential time line for the construction of the
Performing Arts Center.
Staff will be in a position to discuss the aforementioned issues
in greater detail with the city council during its meeting on
Tuesday night. In addition, it is anticipated that
representatives from the art group will be in attendance as well.
To assist with the discussion Tuesday night, staff has outlined a
tentative time line which was discussed recently which sets forth
the steps necessary to undertake the construction of a performing
arts center. Please note that this time line is rather
. aggressive, assumes Child's Play Theater and Minnetonka Dance

Theater and School are able to meet their funding commitment, and
does not address any issues relative to the cinema portion of the
project. The time line is as follows:
· November; into .
1993 - Enter^"Agreement to Lease" with Ch1ld's Play
Theater, and, if necessary, Minnetonka Dance Theater. This
agreement would outline the City and tenants commitment to
the project.
· November, 1993- Authorize some type of community assessment
(fast track) for the use of phase one of the performing arts
facility and potential uses for future expansion.
. November, 1993 - Authorize preparation of a p~ogram statement
and design criteria for phase one of the performing arts
project in preparation for undertaking a design build request
for proposals.
· November - May, 1994 - CPT and MDTS to raise remaining
donations.
. January, 1994 - Issue request for proposals on design build
. of performing arts center.
. February - March, 1994 - Receive request for proposals from
developers/builders.
· March 15, 1994 - Acquire Suburban Chevrolet property.
· March, 1994 - Review proposals submitted by developers for
PAF.
· March/April, 1994 - Select preferred developer/builder for
PAF under design build concept.
· May, 1994 - Fundraising efforts completed by CPT and MDTS.
. Summer, 1994 - Begin construction of performing arts center.
The aforementioned time line obviously utilizes a number of
assumptions. It should also be noted that this time line involves
the acquisition of the Suburban Chevrolet property prior to any
final decisions being made on the construction of the performing
arts center.
