HOPKINS ARTS BOARD
Proposed Action.
Staff recommends adoption of the following motion: Move to adopt
Resolution No. 93-113 which .expresses support. for the formation
of an independent non-profit Arts Board in Hopkins with an
indication of the city's views'on the potential activities of an
Arts Board.
Overview
As a result of extensive discussions which have taken place on
the possible construction of a performing arts facility, local
individuals have come forward and have expressed an interest in
forming an independent non-profit Arts Board in Hopkins. Thus
far, this group of interested individuals have met twice and have
discussed organizational matters as well as the purpose and goals
of an Arts Board in Hopkins. To assist this group in forming,
staff felt it would be appropriate to have the city Council adopt
a resolution supporting the formation of an Arts Board as well as
. outline an indication of the types of activities the Council
might suggest an Arts Board be involved with in Hopkins.

0 What types of Arts Boards are there?
There are basically two options available for establishing a
Local Arts Board (LAB).
1. Private, non-profit arts board, independent of the
city.
Over 60% of all LAB's in the country are incorporated
as private not-for-profit organizations. The following
issues are to be considered when examining this type of
LAB:
0 Board composed of private citizens
0 Board elected by LAB's designated membership
0 Board should obtain Federal Tax status 501 C3, in
order.to allow tax-exempt contributions.
0 Generally more successful at raising funds
compared to a government related entity.
. This approach is recommended by Art Space to be the
most effective means of accomplishing the general goals
and objectives of a LAB.
2. Public LAB, in the form of a commission.
The commission is a very common form of LAB. The
following issues are relevant to the creation of an LAB
in the form of a commission:
0 Could be established in a short time period.
Mayor/Council to appoint members.
0 Created through an initiative of the
Mayor/Council.
0 Commission may be advisory only.
0 Commission can be established as a separate
municipal agency, with separate staffing and
funding appropriated by the City Council.
0 Commission cannot be incorporated by the state,
nor can it achieve a 501 C3 status.
0 Although a commission may be easiest and quickest
. to establish, it should be noted that they are
generally not effective in undertaking fundraising

. efforts. Many major contributors have policies
prohibiting giving donations to government
entities. .
There are several general points to keep in mind when
analyzing the formation of any type of LAB:
0 . LAB's that are not community initiated, but are
mandated by a local government, tend to be ineffective,
andeventuall~ dissolve. Art Space has strongly
indicated that individuals will contribute time and
money.to a private, community-led organization
significantly more than to a public organization.
0 Any LAB cannot reasonably be expected to manage the day
to day operations, activities, bookings, etc. of a PAF.
A LAB made up entirely of volunteers does not have the
time or the expertise to manage a major facility. It
would be necessary for the LAB to hire professional
property management staff in order to perform this
function.
0 A LAB may be very adept at gathering information in
order to determine.thearts needs in the community,
organizing events to promote the arts, raising limited
funds, etc. . ' .

0 What are the potential activities of an Arts Board in
Hopkins?
Staff has identified potential activities of an Arts Board
from a short and long term perspective. These include:
- Short Term (6 months to 1 year)
* Undertake organizational activities such as
identifying a mission statement and goals, adopt
bylaws, elect officers, establish a budget,
solicit operating grants, develop a work plan, and
obtain 501 C3 non-profit status
* Provide input into construction of a performing
arts facility
- Longer Term
Serve as a broad based arts organization in the
community which includes:
* Foster community appreciation and involvement in
. the arts

. * Inventory and assess arts activities, needs, .' and
desires in the Community.
* Educate the community regarding the arts
* Facilitate/coordinate arts programming, activities
* Explore opportunities for future expansion of PAF
to accommodate arts needs in the community
* Become involved in fund raising activities for
facility or program growth
It is important to note that the activities of an arts board
should not be focused specifically ona performing arts center.
Rather the group should also be involved in the community ona
broad basis to cultivate and support the arts.
Thus far the arts group has met and identified stakeholders,
potential long and short term activities and drafted a possible
mission statement. The arts group is also scheduled to meet with
a facilitator on November 2 to assist with organizational
matters.

RESOLUTION EXPRESSING SUPPORT FOR THE FORMATION OF
AN INDEPENDENT NON-PROFIT ARTS BOARD IN HOPKINS
. WHEREAS , as a result of extensive discussions which have taken
place on the possible construction of a performing arts facility,
,local individuals have come forward and have expressed an interest in
forming an independent non-profit arts board in Hopkins; and
WHEREAS, individuals who have expressed an interest informing a
non-profit arts board in Hopkins have met to discuss issues relative
to the organization of an arts board in Hopkins; and
WHEREAS, the City of Hopkins 'wishes to go on record supporting
the formation of an arts board in Hopkins.
NOW, THEREFORE, BE IT RESOLVED that the city Council of the City
. of Hopkins wishes to indicate its support for the formation of a local
independent non-profit arts group in Hopkins.
BE IT. FURTHER RESOLVED, that. the City Council wishes to
identify potential activities of an arts board in Hopkins. These
include: .
0 Undertake organizational activities such as identifying
a mission statement, goals, adopting bylaws, electing
officers, establishing a budget, solicit operating
grants, obtain 501 C3 status, and develop a work plan.
0 Provide input into the planning of the first phase of a
performing arts facility.
0 Serve as a broad based arts organization in the community
which includes:
- Foster community appreciation and invoivement in the
arts.
- Inventory and assess arts activities needs and desires
in the community.
- Educate the community regarding the arts.
. - Facilitate/coordinate arts programming and activities.
