. GAMBLING LICENSE APPLICATION BY
'THE RASPBERRY FESTIVAL
Proposed Action
Staff recommends that the Council approve the following motion: Move that the Hopkins City Council adopt
Resolutions #93-98, 99. and 100 approving the gambling license applications ofthe Raspberry Festival.
Adoption of this motion will allow the applications to be considered by the Minnesota Department of Gaming.
Overview
The Raspberry Festival has: requested a renewal of its gambling licenses for 1993. These licenses allow the
Festival to conduct gambling at:
1. Hopkins House, 1501 Highway 7
2. Archies Liquors, 1022 Mainstreet
3. Hopkins Family Recreation, 107 Shady Oak Road

. Do these applications meet the criteria of the City's gambling policy?
The Raspberry Festival does meet the City's criteria for being a licensed organization.
. Has the organization conducted its past gambling activities in accordance with state and local laws?
The Raspberry Festival has provided the City with audits and lists of expenditures for the last two
years. Based upon this information, it appears that the Festival has been conducting its gambling
activities in accordance with state and local laws.
Alternatives:
1. Approve Resolutions #93~98, 99, and 100. This will result in the applications being considered by the
Department of Gaming.
2. Do not approve these Resolutions. This will result in the Department of Gaming turning down the
licenses.
. 3. Approve some ofthe Resolutions and not others. This will result in the Raspberry Festival only being
able to conduct gambling operations in certain locations.
Staff recommends Alternative #1.

WHEREAS, the Raspberry Festival has applied for a gambling license to conduct lawful gambling in 1993,
and
WHEREAS, the Raspberry Festival has conducted gambling activities in accordance with state law and
Hopkins city policy,
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins hereby approves the
Raspberry Festival Premises Permit Renewal application for the Hopkins House, 1501 Highway 7.
