CR 93-160 Yellow Taxi Rates - ..' ,.,,-' \\< " _, September 28, 1993 ~ Council Report 93-160 . YELLOW TAXI TAXICAB RATES ProDosed Action Staff recommends that the Council approve the following motion: Move to approve resolution 93-97 authorizing Yellow Taxi to increase its taxicab rates. This motion would allow Yellow Taxi Service Corp., dBA Yellow Taxi to bring their rates in Hopkins in conformance with the rates that they charge in Minneapolis and surrounding communities. Overview Yellow Taxi Service Corp., dBA Yellow Taxi, has sent the City a letter requesting that they be allowed to raise their taxicab rates. City code section 1110.09 requires that the City Council approve any proposed taxicab fare increase by resolution. The City does not have any criteria for judging what are appropriate charges except to survey what other cities are doing. Primarv Issues to Consider . . Can the City regulate taxi fares? The League of Minnesota Cities' handbook states: "The power to license and regulate taxicabs carries with it the power to regulate taxi fares wherever the public interest is involved. This rule arises out of the special use taxicabs make of public streets". . What have other cities approved? The city of Minneapolis has approved the increase. The City of Edina does not regulate rates. The City of Golden Valley has an ordinance that states that fares shall not exceed those authorized by the City of Minneapolis. These rates would be equivalentto the new rates of Town Taxi. Alternatives 1. Approve resolution 93-97 authorizing Yellow Taxi to increase its taxicab rates. 2. Do not approve resolution number 93-97. This would not allow Yellow Taxi to raise its rates in . Hopkins. Justification for refusing the increase should be provided. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 93-97 WHEREAS, the Hopkins City Code Section 1110.09 authorizes the City to approve taxicab fare increases by resolution, and WHEREAS, Yellow Taxi Service Corp" dBA Yellow Taxi, has requested that the City approve their increased taxicab fares, NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins hereby authorizes Yellow Taxi Service Corp., dBA Yellow Taxi to charge the following rates: . $1.75 for the first 2/13 mile $.20 each additional 2/13 mile , $18 per hour wait time Adopted by the City Council of the City of Hopkins this fifth day of October, 1993.
