Overview. During the planning stages of the Westbrooke Way project, various on- street parking alternatives were discussed to determine what impacts they would have on the roadway design. Those discussions resulted in the road being designed as it is currently constructed, and appropriate parking restrictions chosen for the design. Council is now being asked to formally adopt the appropriate parking restrictions for this area since the road is now completed and ready for full use., primary Issues to Consider o What parking restrictions are being proposed? o Why are the parking restrictions necessary? _ 0 What were the property owners responses to the proposed restrictions? Analvsis of Issues What parking restrictions are being proposed? 0 No Parkinq Anytime 1) Westbrooke Way, both sides of street from 11th Avenue South to Smetana Road excluding the area designated for 2 hour parking restrictions as mentioned below. 2 Hour Parking Restrictions 1) Westbrooke Way, east side of street from Smetana Road to 250 feet north of Old Settlers Trail. 0 Why are the parking restrictions necessary? Westbrooke Way between 9th and 11th Avenue - The proposed parking restrictions preserve the existing "No Parking" parking restrictions. The resolution is only intended to formally approve the restrictions in case they might not have been in the past. Westbrooke Way between 9th Avenue and Smetana Road - This portion of Westbrooke Way used to be a private road and did not have any . previous parking restrictions. During the design of this reconstruction project, it was determined by the city and the property owners that they wanted an open parkway look for the road. The "No Parking" restrictions are intended to accomplish this goal. The two hour parking restrictions proposed for a portion of the east side of the road are intended to provide short term parking for park users. They are also intended to prevent long term parking thereby preserving the parkway look. 0 What were the property owners responses to the proposed restrictions? Generally, all the property owners that attended the meetings were in favor of the parking restrictions. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 93-108 RESOLUTION ESTABLISHING PARKING RESTRICTIONS ON WESTBROOKE WAY BETWEEN 11TH AVENUE SOUTH AND SMETANA ROAD WHEREAS, the reconstruction of Westbrooke Way between 11th Avenue South and Smetana Road has created a need to establish parking restrictions, and, WHEREAS, the desire of the adjacent property owners and the city of Hopkins to create and maintain a parkway look for Westbrooke Way requires the posting of "No Parking" and "Two Hour parking Only" restrictions. NOW, THEREFORE, BE IT RESOLVED that the, City council of the city of Hopkins, Minnesota hereby establishes and directs staff to maintain the following parking restrictions; 0 "No Parking" on both sides of Westbrooke Way from 11th Avenue South to Smetana Road, excluding the east side of . Westbrooke Way from Smetana Road to 250 feet north of Old Settlers Trail. 0 "2 Hour Parking only" on the east side of Westbrooke Way from Smetana Road to 250 feet north of Old Settlers Trail.
