MEMORANDUM
DATE: October 28, 1993
TO: Mayor and City Council
FROM: Lee Gustafson, Public Works Director~
SUBJECT: Discussion qn Implementing Pavement Management
Program
This discussion has been scheduled with Council in order to
give Council a good understanding of pavement management,
'and explain why it would be a good idea for the City .to have
such a program. The discussion will also serve as a means
for the Council to be introduced to Braun Intertec, the
consultant staff would like to use to develop a pavement
management program for the city. The final phase of this
discussion will hopefully.. occur at. .the regular Council
. meeting on Tuesday night, and that would be for the Council
'~,... to authorize the. Mayor and City Manager to enter into a
contract with Braun Intertec for developing a pavement
management program for the City.
Staff is intending to have Braun Intertec first give. .a
presentation on the benefits of pavement management, and how
it can save the City considerable money if properly used.
Braun will then briefly go through their program and explain
why so many ci ties are already. using it. Braun will then
conclude their discussion by describing how they could
assist us in managing our pavement.
Attached for your . information on this issue is the Council
report on pavement management that is scheduled for Council
action . at the regular November 2nd Council meeting.
Included within this report are the history of pavement
management in Hopkins and the funding sources if a program
is implemented.
Also attached is a small booklet titled "The Hole Story" .
This booklet will provide Council with a good background for
the presentation by Braun Intertec. The booklet explains
why roads fail, and why a management program can assist a
ci tyin spending its road repair dollars in the most cost
effective manner.
