Overview As a part of. assisting with the design of the Mainstreet Improvement Project, the Design Review Committee discussed the appropriate locations ,for bus stops on Mainstreet. Theprocess involved several meetings of the Design Review Committee, "a public information meeting. to solicit input, and discussion at the City Council level. A bus stop plan was subsequently approved by the City Council ,as a part of the overall design of the project. ,. Recently, 'a resident living in an apartment in the vicinity of 15th Avenue and Mainstreet has formally requested that a bus stop ,be located at the northwest corner of 15th Avenue and Mainstreet. . Previous to the Mainstreet Improvement Project a bus stop had been located at this intersection. Along with the request by the resident, a petition was submitted requesting that a bus stop be placed at the aforementioned location. '. CR93-180 Page 2 . Analysis of Issues o What is the basis for the current bus stop locations? To assist with the planning of the Mainstreet Improvement Project a Design Review Committee (DRC) made up of property, and business owners along Mainstreet was organized. Initially, members of the DRC proposed that consideration be given to moving the bus route to First street North due to concerns for noise, odor, traffic and parking disruption caused by the busses. However, after lengthy discussions the DRC recommended that the bus route remain on Mainstreet but that the number of stops ,be .reduced in order to minimize the impact on the Mainstreet environment as much as possible. Prior to the Mainstreet Improvement Project 18 bus stops were located on Mainstreet. The DRC recommended a plan be adopted which provided for 12 bus stops with the stops located on approximate three block intervals. Attachedare drawings showing the previously existing bus stops and the plan recommended and approved by the city council~ . 0 How does the adjacent property owner feel about the proposed 4It bus stop location? The bus stop as proposed is to be located at the northwest corner of 15th Avenue and Mainstreet directly in front of Jeff's Auto Service. staff has contacted Jeff's Auto Service and determined that this property owner is not opposed to the location of this bus stop. However, this property owner would have concerns if a shelter or bench was placed at this location as well. It should be noted that staff sent a notice to all property owners on the block fronting Mainstreet on the north side of Mainstreet both west and east of 15th Avenue. o What is the basis for the staff recommendation? Staff feels that the existing bus stop plan as approved by the Design Review Committee and adopted by the City Council was well thought out and took into consideration public input and ridership patterns. Obviously, the proposed bus stop deviates from the plan approved by the City Council. However, staff is unable to provide any compelling reason to recommend denial of the proposed bus stop location, particularly in light of the strong public interest in . having this stop and the lack of concern by the adjacent property owner. Alternatives 0 Approve the recommendation as made by staff. 0 Do not approve the recommendation as made by staff. 0 Continue matter for further information. . . -~, '- .' > . 1510 Mainstreet #212 Hopkins, MN 55343 October 8, 1993 Att: Mayor Chuck Redepenning City of Hopkins, MN Dear Mayor Redepenning: Thank you for providing direction and support to the residents of Hopkins (especially those who live, work and shop on Mainstreet), in the matter of our attempt to restore the MTC bus stop to the north side of Mainstreet, at the corner of 15th Avenue. Upon the completion of the Mainstreet Improvement Project and the restoration of bus service to the length of Mainstreet, we became aware that the bus stop at the corner in question had been eliminated. Since then my husband, Arthur, has been working to get the stop restored. His dealings with the concerned city powers had been an ongoing exercise in futility and frustration until it was suggested that he contact you. We have recently received a letter from Thomas Harmening, Director . of Community Development, Hopkins (copy enclosed) that states the current bus stop system was put into effect after a detailed analysis of the input of residents and businesses along Mainstreet. My husband and I were aware of a Town Meeting scheduled regarding the elimination of some bus stops at which time publ ic input was requested. We were not able to attend, but prior to the meeting we did call City Hall and leave a message to the effect that we felt the elimination of any bus stops along Mainstreet would be contraindicated. We don't know what became of our message, or if it was ever delivered. My husband and I like Hopkins. We have been here more than six years and a brick with our family name engraved has been placed in our new 9th Avenue Plaza. We feel that we know Hopkins on an intimate basis. We do not own a car and so we are frequently on the bus and/or on foot, attending to most of our daily requirements: medical, dental, barber, beauty salon, supermarket, post office, pharmacies, restaurants, Downtown Park and concerts, Farmers Market, and the Hopkins festivals and parades. We support the community in which we live and my husband is quite active in community affairs on a volunteer basis. Please be aware that I am not in the habit of questioning governmental decisions. I am a law-abiding, respectful citizen who . '. .. .. Page 2 Dropkin: Matter of MTC .bus stop at 15th Avenue and Mainstreet October 8, 1993 . bel ieves in government for the majori ty and in the process of creating change by working wi thin the system. We moved to Minnesota almost nine years ago, and for a period of time in New York (our home state) I was active in community affairs and.neighborhood projects. I understand that there are very seldom clear cut answers to town problems and that trying tb get the general public educated to the facts of a situation and then motivated to take action can often be a slow and frustrating experience. What motivates us now is the perception that there is a group of Hopkins residents for whom no one is speaking. In an attempt to provide proof of interest by obtaining petition signatures, I have knocked on every apartment door in my apartment building (1510 Mainstreet). Everyone I spoke to would like to see the bus stop restored to the corner in question and everyone I spoke to has signed the enclosed petition. The signatures include those of the Building Manager and Assistant Manager. The people I have spoken with would further like to see the stops restored to every two blocks, as they had been. A few of the petition signatures .represent downtown employees and a business owner. They . are now hearing from some of their customers that .thechange in bus stops is making it more difficult for their customers to shop Mainstreet. (You should also be aware that I was\ unable to find anyone at home in approximately 45 apartments, but if you extrapolate my findings on the basis of the people with whom I did speak, the concerned numbers would most certainly be higher than the submitted petition would otherwise indicate.) Many residents of this buLlding are senior citizens and suffer from various physical infirmi ties affecting the level of their mobi 1 i ty. An additional block between the bus stop and home is a hardship, especially in cold and inclement weather, (which is always just around the corner, in Minnesota). In further support of our request, I list below some other factors for consideration: 1. JEFF'S SERVICE STATION (at the corner in question) always has been prompt in clearing the sidewalk and driveways. Having driveways clear enables people to disembark the bus onto pavement without first having to clamber over mounds of snow that have been pushed from the sidewalk to the curbs. 2. The corner of 15th Avenue and Mainstreet has a mini- shopping center in place and one of the tenants is a Day Care Center. I have, on numerous occasions, spoken to mothers while in the Bus Shelter, who have taken a child to the Center and were continuing on to work or . school on the bus. Removal of the bus stop in question requires them to carry or walk that child an additional block. ,> . Page 3 Dropkin: Matter of MTC bus stop at 15th Avenue and Mainstreet October 8, 1993 3. The apartment building in which I reside houses people who go to work and return on the bus every day. Others travel occasionally... .some are planning to do more bus traveling once the weather becomes cold and wet. I travel to work every day, with two friends, both of whom have mobility difficulties. My husband is totally blind. There are others for whom an additional block to walk is a formidable consideration. When the above reasons are factored in with the removal of benches and the downtown concrete planters that provided seating, and the removal of a bus shelter which provided seating as well as weather protection, I find there is a public perception that Hopkins has become less hospitable to those who don't drive a car....those of us who walk more slowly carrying our packages or pulling our cart of groceries, or who would like to be able to board a bus with our shopping bags and get off across the street from our home. I believe that the decisions of where to place bus stops were made by people who do not routinely ride the bus, do not habitually walk . great distances in Hopkins, and who therefore are not aware of all the ramifications of these decisions. I realize that the general public has the responsibility of providing input and of being a motivational force in decisions, but after speaking with so many of my neighbors it is apparent that most of them are not able to go to Town Board meetings in the evenings. Many of them do not routinely go out in the evening at all. Many can no longer drive safely after dark and icy and snowy roads intimidate them. Numbers of them feel unsafe on foot on the streets after nightfall and their mobility is compromised. Some feel disenfranchised. Other than now providing a voice for them (and for myself and husband) I'm not certain how best to get as many of us as possible represented in town decision making. I will not mind if you wish to read all or any part of this letter to the Council. I thank you for phYSically getting into your car to evaluate the situation, for taking our cause forward for a hearing, and for attempting to bring this matter to resolution.
