WEIGHT RESTRICTIONS - 5TH AVENUE NORTH
Recommended Action
Staff recommends adoption of the following motion: Move to adopt alternative #1 tak-
ino no immediate action on Fifth Avenue sionaoe and directino staff to establish a task
force to review and recommend action on the City's transportation plans.
Adoption of this motion will begin a planning process wherein the staff and representa-
tives of the business and residential community will analyze the traffic plans for the
community and recommend options for Council consideration.
Overview
Earlier in 1993, the City staff received numerous complaints and requests for enforce-
ment of weight limit signs on 5th Avenue, south of Minnetonka Mills. In response, the
staff analyzed the existing signage and enforcement activities and determined that the
existing signage was not enforceable.
. The signs were removed by the staff with the intent of initiating a discussion with the
Council regarding the signage. After determining that the signs were placed at Council
direction in 1973, the staff replaced the signs.. A petition was circulated and presented
to the City Council asking the Council to install enforceable signage on 5th Avenue
which would keep the trucks off 5th Avenue and asking for police enforcement.
The City Council directed staff to review and present options to the City Council for ac-
tion. Staff is recommending that the Council review the transportation system to ensure
a network of appropriate roadway classifications and.signage which is sensitive to both
the needs of the residential and business communities.

In 1988, the City Council approved the placing of "no truck" signs on a collector road-
way in the Park Valley area, consisting of 5th Street South and Second Avenue South.
This collector system was restricted based upon request from the Park Valley neighbor-
hood due to semi traffic utilizing this collector roadway to access the south industrial
parts of Hopkins. To date, the restrictions seem to be effective in limiting truck traffic
on this roadway and it has forced truck traffic to exit to County Road 3 for access to the
south industrial parts of town. . ','" ., ,

. trucks which are stopped for enforcement purposes would need to directed to the Hen-
nepin County shops for weighing and enforcement would be somewhat arduous. . Staff
would suggest that enforcement of weight limits on 5th Avenue be accomplished with
friendly reminders for an initial period of time accompanied by actual weight limit tickets
for offending vehicles at a later time. - The police department does not have the capaci-
ty to heavily monitor activities on anyone City street and thus, staff would accomplish
enforcement on an random basis as time permits.
0 How do restriCtions on Fifth Avenue impact traffic patterns?
Truck traffic on Fifth Avenue from Minnetonka Mills to First Street North appear to be_
servicing local commercial and industrial sites in the central Hopk.ins area. Access to
Fifth Avenue is generally from either Highway 7 or County Road 3. Restricting traffic
going. north/southon Fifth Avenue would require truck traffic to utilize another north-
Isouth route to the central Hopkins area. Options would include Highway 169, 12th
Avenue, 17th Avenue and Shady Oak Road. Restrictions on Fifth Avenue would likely _ .
cause traffic servicing the central Hopkins area to utilize one of these other unrestricted

roadways. The City should be careful in establishing restrictions on a north/south route
since it will likely cause traffic to utilize another similar roadway in central Hopkins.
The restrictions on Fifth Street South and Second Avenue South near the Park Valley
. neighborhood are somewhat different in that the alternative-route for servicing the
south industrial area is restricted to County Road 3 and it does not impact other resi-
dential areas.
Restrictions placed by the City on Fifth Avenue should be considered as appropriate for
other north/south corridors wIth residential components. . - -

Alternatives: I

With regard to this issue, the I staff has identified the following alternatives: -
1. Take no immediate action on 5th Avenue signage and direct staff to es-
tablish a task force composed of representativesofthe Neighborhood Advisory Board .
and the Hopkins Business and Civic Association to a) review and analyze the current
transportation system, b) to designate a network of designated roadways which is sen-
sitive to the needs of both the residential and commercial segments of the community
and, c) toCouncil Report 93-197 - IV report to the Planning Commission for review and
comment.
2. Direct staff to sign 5th Avenue to allow "no trucks" from Minnetonka Mills
to First Street North and to initiate appropriate changes to the City planning documents
to reflect the changes.
. 3. City Council can determine the types of traffic it wishes to allow and/or

. disallow (i.e. no semi trucks) and direct staff to recommend the best alternative signage
to meet the Council's determination..
4. Leave signage as is on 5th Avenue and direct staff to monitor/enforce vio-
lators with friendly reminders.
. 5. Remove weight limit signs and allow commercial traffic to use 5th Avenue
as depicted in the City's planning documents.
6. Other alternatives as directed by the City Council
Recommendation:
Staff is recommending that the Council adopt alternative Number 1.
It seems likely that enforcing restrictions on 5th Avenue will likely cause spillover ef-
fects on 12th and 17th Avenues as well.as Washington Avenue. Prior to deciding this
issue it seems appropriate to determine what restrictions would be applicable to all of
these roadways so as to be consistent in regulating north/south traffic through central
Hopkins. Since both residential and commercial interests are at stake, staff recom-'
mends that Council initiate a task force composed of both components and to ask them
. to review and recommend action on these issues. Staff expects that there are alterna-
tives which meet both segment's needs and with discussion they can be appropriately
determined. Staff is not recommending a traffic consultant for this process and would
handle staffing of the committee with current City staff.

Dear Honorable Mayor & Council Members
During the most recent General Membership Meeting of the Hopkins
Business &. Civic Association, the issue of 5th Avenue Weight
Restrictions was brought forth, at the request of City staff for
discussion and input from the business community.
Comments made by the general membership were recorded and the Board
of Directors then adopted the following recommendations for your
consideration:
1) The City of Hopkins should initiate a process of adding
additional signage throughout the community which would
direct commercial traffic to other routes, such as County Road
. 3 i and to provide friendly reminders to those users of such
roadways.
2) A collaboration of representatives from the Hopkins Business
&. civic Association and the Neighborhood Advisory Board should
be created, called the Transportation Review Task Force, to
provide a review and analysis of the entire transportation
system within the City of Hopkins. Until this analysis is
completed, it is not our recommendation to eliminate 5th
Avenue as a commercial route.
3) The City of Hopkins should review the possibility of including
a slip-off ramp from..Highway 169. to MainstrE:!et. dUJ:::!_n,g the
final phase of completion for Mainstreet. This ramp may
alleviate many of the issues involving commercial traffic on
other routes.
It is the intention of the Hopkins Business &. Civic Association to
provide constructive recommendations on this and other business
issues. Thank you for your consideration.
