APPROVE PLANS AND SPECIFICATIONS
NINE MILE CREEK IMPROVEMENTS

Proposed Action:

approve the plans and specifications relating to the Nine. Mile
Creek Improvements and adopt Resolution 93-130 authorizing bids
to be taken contingent upon Watershed District a~proval of plans
and specifications."

The city has for the past year and one half been working with the
Nine Mile Creek Watershed District to construct improvements
along the creek to reduce flooding problems, eliminate safety
hazards and improve water quality. The city recently received
the necessary approvals from the Watershed District to allow for
the preparation of the final plans and specifications for these
improvements. The plans and specifications have been completed,
and are now ready for council consideration.
. The next step in this approval process will be for the City
. Council to approve the plans and specifications, and also the
cooperative agreement between the city and the Watershed
District. This approval process and also the authorization to
bid the project are to be contingent upon the Watershed District
approving the same items on November 17, or a subsequent
Watershed District meeting. The final bid approval steps will
occur in December with construction scheduled to begin in
January.

o Is the project necessary?
The proposed project is necessary to reduce current flooding
problems, eliminate safety hazards, and improve water
quality by reducing erosion conditions. This proposed
project is also necessary to improve nature and recreational
features in the Valley Park area. Current flooding
conditions restrict the recreational uses, and wildlife
observation in this area.
o What are the costs and sources of funding?
A majority of the project cost will be paid by the Watershed
District. Other cost will be paid by one property owner,
Municipal state Aid street Account, and by the City's storm
sewer fund. The fol'lowing is an approximate cost break down
of the,project.
Nine Mile Creek Watershed District $1,961,000
Thermotech $ 230,000
Municipal state Aid street Account $ 150,000
City of Hopkins $ 250,000
A more detailed cost breakdown is included in Council Report
93-199 which approves the cooperative agreement between the
City and the Watershed District for this project.
o Have any negative comments been stated with regards to this
project? .
Staff has not received any comment that even remotely
resembled a negative tone with regards to this project.
Almost all comments received have been very posi ti veand
supportive of this project.
o Are there any alternatives to this project?
This proj ect has to be constructed as a package. Many of
the improvements are contingent on other improvements being
made. Therefore, the only alternative that exists is to do
nothing and live with the problems we currently have.

scope and such plans have been presented to ,Council for approval,

The City Clerk shall prepare and cause to be inserted in
official, paper and in the Construction Bulletin an
advertisement for bids upon the making of .such improvement
under. . such' approved plans and specifications. The
advertisement shall be published twice, shall specify the
work to be done, shall state. that 'bids will be received by
the clerk ,until 10: 00 a.m., OIl. the 10th day of. December,
1993 at the City Hall and that no bids shall be considered
unless sealed and filed with the clerk.
4. The Clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and ,read aloud
bids received at the time and place herein noted, and to
tabulate the bids received. 'The. Council' will consider the
bids,' and the award of a contract at the 'regular Ci ty ,
Council meeting of" December 21~ 1993, in the Council
Chambers.
5. All approvals contained herein are contingent on' the
Mile Creek Watershed District
specifications for this project.
