SIGN VARIANCE-CHURCH OF ST. JOSEPH
ProDosed Action.
Staff recommends the following motion: Move approve Resolution 93-138 approving sign
variances at 1300 Mainstreet.
Mr. Winship moved and Mr. Gullickson seconded a motion to approve Resolution RZ93-25
recommending approval of sign variances at 1300 Mainstreet. The motion carried
unanimously,
. Overview.
St. Joseph Church is located at 1300 Mainstreet. The site is zoned R-5, High Density
Multiple Family. Churches are a permitted use in the residential districts. During the
Mainstreet project the existing identification sign of the church was removed. Currently the
church only has a sign on the building for identification.
St. Joseph Church is proposing to erect two 4'x6' signs on the site, one in front of the church
and a second in front of the school. Both signs will have a one foot front yard setback. The
sign for the church will advertise the denomination, schedules and phone number. The sign
. for the school will identifY the. school.
The staff reviewed the applicants request with the Commission. Tom Cramer, representing
St. Joseph Church, appeared before the Commission. It was noted that the old sign for the
Church was removed during the Mainstreet project. Mr. Cramer stated that in the future, the
Church plans to construct a monument sign, but at this time the funds are not available, There
was little discussion on this matter.

Primary Issues to Consider
Why is the fee being revised?
License fees should generate sufficient revenue to cover the costs associated with regulating the
activity for which the fee is charged. Currently the police department is spending more money
regulating the activity than is being received in license fees. In addition, current staff is spending
time regulating pawn shops which could be better spent on other duties.
Staff time is used to compare the lists of pawned items with state computerized records of stolen
items. The pawned items are then entered into a City database. This database is queried
whenever the City receives reports of stolen items. Additionally the police department would like
to conduct regular on-site checks of the various pawn shops to ensure that they are following the
procedures as outlined in the ordinance. These checks have been very intermittent due to a lack
of personnel.
Staff is recommending that a clerk be hired to do the data entry. This would be a part time
position in salary range 1. This work is currently being done by a full time Records Technician
who is in salary range 3. The on-site checks would be done by the Records Technician rather
.,than by police officers; The proposed fee of $4,500.00 will cover the costs of the time that the
. clerk and Records Technician spend on pawn shops. If the department were to continue to use
existing personnel, the fee would have to be raised to $7,000.00 to cover the costs.
The data entry clerk's position would be dependent upon pawn shop license fees. If for any
reason license fees should decrease in the future this position would have to be reevaluated.
Alternatives
1. Approve Resolution #93-135 and authorize the hiring of a part time data entry clerk. This
will enable the police department to doa thorough job of regulating pawn shops while still
allowing the department to complete its other tasks.
2. Do not authorize the hiring of a part time data entry clerk. This would require that existing
personnel continue to be used for pawn shop regulation. Staff would then recommend that
the pawn shop license fee be increased to $7,000.00.
3. Do not approve Resolution #93-135. This will mean that the City will not cover the costs
associated with regulating pawn shops,

RESOLUTION NO. 93-135
WHEREAS, the Hopkins City Council has authorized by ordinance the charging of fees for
a variety of licenses and permits, and
WHEREAS, the City Code allows the City Council to establish fees by resolution, and
WHEREAS, the Hopkins City Council has determined that the fee currently being charged
for pawn shop licenses is insufficient to cover the costs associated with regulating
pawn shops,
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
hereby adopts an annual fee of $4,500.00 for pawn shops.
