REVISION OF PAWN SHOP LICENSE FEE
Proposed Action
Staff recommends that the City Council approve the following motion: Move to approve
Resolution number 93-135 ravisina the pawn shop license fee and authorize the hirina of a part
time data entry clerk.
This action will change the fee that the City of Hopkins charges for annual pawn shop licenses. It
will also allow the hiring of a part time clerk to do the data. entry associated with pawn shop
regulation.
. Overview
Section 1000.05 authorizes the Hopkins City Council to "modify, amend, add, or delete ... fees and
charges by the adoption of a resolution". Staff is recommending that the fee for pawn shop
. licenses be revised from $3,500.00 per year to $4,500.00 per year. The new fees will go into
effect beginning with the 1994 licenses.
. .When the pawn shop license ordinance was passed approximately a year ago a fee of $3,500.00
per year was established. At the time that this feewas set, City staff indicated that the succeeding
year would be used to determine the actual costs of regulating this activity. The year has passed
and staff has determined that the existing fee is not sufficient to offset the costs to the City of
regulating pawn shops.

RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A WAIVER OF PLAT AT 234 - 18TH. AVENUE NORTH
WHEREAS, Phil Hines has applied to the City Council of Hopkins
for approval of a division of PID 23-117-22-14-0094, PID
23-117-22-14-0095 and PID 23-117-22-14-0096 lying within the North 1/2
of section 23 County of Hennepin, State of Minnesota.
A legal description of the subject property is as follows:
Parcel 1
Lot 6 and the north 4.05 feet of Lot 7, Block 7, West Minneapolis
Third Addition.
Parcel 2
The north 2.00 feet of Lot 8 and that part of Lot 7 lying south of the
north 4.05 feet thereof, all in Block 7, West Minneapolis Third
Addition, according to the plat thereof on file and of record in the
. office of the County Recorder in and for Hennepin County, Minnesota.
Parcel 3
That part of Lot 8, Block 7, West Minneapolis Third Addition lying
south of the north 2.00 feet thereof, according to the plat thereof on
file and of record in the office of the County Recorder in and for
Hennepin County, Minnesota.
WHEREAS, the procedural history of the application is as follows:
1. That an application for a waiver of plat WVR9.3-1 was filed
with the city of Hopkins on November 15, 1993.
2. That the Hopkins Planning Commission, pursuant to mailed
notices, held a meeting on the application and reviewed such
application on November 30, 1993: all persons present were
given an opportunity to be heard.
3. That the written comments and analysis of the City staff and
the Planning commission were considered.
NOW THEREFORE, BE IT RESOLVED that the application for waiver of
plat WVR93-1 is hereby approved based on the following Findings of
Fact:

.~ 1. That the proposed lots meet the requirements of the
R-1-A zoning district.
BE IT FURTHER RESOLVED, that application for WVR93-1 is
hereby approved based on the following conditions:
1. That Parcel 2 & 3 are combined as one tax parcel until the
applicant. applies for a building permit for those parcels.
2. That the existing home is razed before the certificate
of occupancy is granted for the single family home.
3. Applicant obtain any required permits.to extend water
and sewer into the lots.
