Last spring the Regional Transit Board (RTB) requested that
the City consider expanding the Hop-A-Ride service to
Knollwood. This expansion was requested because Knollwood
is a transit hub and the expansion of the Hop-A-:-Ride would
provide service to this. transit hub~ It. was.' decided last
spring that the Hop-A,:""Ride service would not be changed for
1992, but a service expansion would be.considered for 1993.
Since this request from the RTB in the spring; . the staff'has
. been, informed that the RTB is proposing a new. bus service
that will provide service to Knollwood. As a . result, the
RTB is no longer proposing or willing to support financially
an expansion of the Hop-A-Ride service to Knollwood.
However, staff. is requesting that since a high' percentage of
riders want the service expanded to KnollwQod, . this
expansion of the service is included as an . option . in the
bid. By including the expansion of service to Knollwood as
an option the staff and City Council will have a better
understanding of what the cost implications are for the
expansion. The Knollwood option in the bid specifications
in no way commits the City Council to expand the Hop-A-Ride
service to Knollwood.

0 Why is the RTB ,not interested in expanding the service
to Knollwood?
The Knollwood area will be serviced by a new bus service. A
new route is proposed through Hopkins that will serve the
Target store/Knollwood area and also serve the Louisiana
Transit Center.
0 What are options if the service. is expanded?
Because the RTB is not interested in using the Hop-A-Ride
service to Knollwood, the RTB will not be committing any
funds for this expansion. The RTB has froze the 1993 Hop-A-
Ride budget to the 1992 budget levels.
The City Council has the fo+lowing options:
0 Expand the service to Knollwood and commit general
fund dollars to pay for the expansion.
0 Expand the service to Knollwood and pay for any
. increase in expenses with a combination of general
fund dollars and revenues from the Knollwood
tickets.
0 Expand the service to Knollwoo.d and pay for any
increase in expenses with the revenue from the
Knollwood tickets.
0 Do not expand the service to Knollwood.
0 What is the staff recommendation?
The staff is recommending that the staff include in the bid
specifications the expansion to Knollwood as a bid option.
By including this as a bid option the City Council and staff
will better be able to estimate what the cost of expansion
will be. Staff is also recommending that if the service is
expanded that the service to Knollwood is paid for by the
riders.
