TAXI STAND LOCATION
Proposed Action
Staff recommends adoption of the following motion: "Move to
relocate the taxi stand from its current location on 9th
Avenue, to an area on the west side of 8th Avenue directly
adjacent to lot #700."
The adoption of this motion will terminate the space
currently designated as a taxi stand, and create an area on
8th Avenue near lot #700, for use as a taxi stand.

At the request of Mr. John Favorite, of Mainstreet Antiques,
the City is being asked to consider the possibility of
relocating the City's taxi stand.
Currently the taxi stand is located on the corner of 9th
Avenue and Mainstreet. Mr. Favorite has expressed concern
regarding using valuable customer parking spaces as a taxi
stand.
Staff is recommending the taxi stand be moved to an area
with low demand for customer parking. Parking Committee
recommends that the taxi stand be moved from its current
location, to an area adjacent to lot 700.

primary Issues to Consider
o What impact does the taxi stand have at its current
location?
Mr. John Favorite, owner of Mainstreet Antiques, has
expressed concern to staff relative to the negative impact
the taxi stand has on the parking capacity of his business.
The taxi stand currently occupies a designated space which
otherwise could be used for customer parking. At times,
more than one taxi will be parked behind the taxi in the
designated space, thereby occupying sometimes several
customer parking spaces.
In researching this item, staff has found that businesses
have expressed considerable concern over the location of the
taxi stand in the C.B.D. With this information, and at the
request of Mr. John Favorite, staff is recommending that the
t~xi stand be moved to an area where it will not have any
adverse effects on availability of customer parking for
surrounding businesses.
o What are the taxi company's concerns relative to
moving the taxi stand1
Attached to this report please find letters from taxi cab
companies which are licensed to do business in the city of
Hopkins. The following concerns are expressed by the taxi
companies either in the letters, or to staff verbally:
o Need for visibility
, 0 Desire to be located on or near the local bus route.
o Desire to be in close proximity to the core centr~l
business district.
Town Taxi, the major taxi company in the city of Hopkins,
has informed staff that they are not overly concerned with
moving the taxi stand from its current location. They have
verbally expressed concern to staff, however, that a
location somewhere near the bus route would be beneficial
for them.
o What was the staff recommendation1
staff recommended to the parking Committee that an area
inside lot 700 be designated for taxi stand use. These are
spaces which are rarely, if ever, in high demand by
customers. The Parking Committee felt that the City should
provide a taxi stand area which would be more visible than
this. The Parking Committee discussed that an area on the

street adjacent to lot 700 would provide that visibility.
The Parking Committee's recommendation and staff's
recommendation are very similar. staff altered its
recommendation to reflect the motion made by the Parking
Committee.
o What other location might be suitable for use as a
taxi stand?
Alternative #1: Two blocks west of current location. This
is on the west side of 11th Avenue across from Archies Bar
(see map) .
A business owner in this area has expressed concern to staff
regarding this location. He suggested the stand not be
located directly on the corner of 11th and Main, but rather
further to the North - possibly more in front of the phone
company offices. staff would recommend if this alternative
is chosen, that the stand be located somewhere in between
the corner and the area in front of the phone company.
Alternative #2: In lot 200 (see map). This lot may become
a higher demand lot when the Bursch site develops. If that
is the case, the parking committee would have to propose
moving the stand again at that future date.
Alternatives
1. Adopt the motion as recommended by staff.
2. Make no changes in the current taxi stand location.
3. Designate an alternate area in the central business
district which could be used as a taxi stand location.

1st choice - Across the street from Mr. Thirsty's in the
parking lot behind the Park Nicollet Clinic.
2nd choice - Across the street from Archies on 11th Ave. SO.

I am writing you a letter to confirm our conversation regarding the new proposed
locations of a cab stand to replace the old site. Suburban Yellow Cab Co. has no
objections to either of the sites that we discussed. Our only concern is if cab
customers have easy access to the stand and if there is shelter for folks that need
transportation. We have tried to make service as easy as possible for our customers
and we are concerned with their safety.

Dear Sir:
Concerning the change of the cab stand at 9th St and
Main: There seems to mixed emotions concerning the move. One
driver commented, nWe have been here for 30 years. Don't we
have sqatters rights?" Another said it shouldn't make any
difference.
I feel it is very important that we are on the bus line
and are visable to th~ downtown traffic.
We 'will need a place to put the Hop-A-Ride tickets for
the following day. I bring them out from the office every
evening and leave them in the box on the side of the antique
store. Lee Hagen takes them home and prepares the nexn days
schedule.
The location at 11th and Main will be the next best
for our stand. Have you talked with the other companies about
the change? They are Suburban Cab and Yellow Taxi.
