SHADY OAK LAKE STUDY
Proposed Action.
Staff recommends the following motion: "Move to direct staff to
contact the City of Minnetonka to inform them that the city of Hopkins
is willinq to participate in a Shady Oak Lake engineerinq studv."
Adoption of this motion only gives indication that the City of Hopkins
is willing to participate in a study of Shady Oak Lake. Council will
subsequently be requested at a later date to approve an agreement
between the city of Minnetonka and the City of Hopkins outlining the
conditions of the study.
Overview.
The City of Minnetonka has contacted the city of Hopkins to request
our participation in a study of Shady Oak Lake. The study would
basically determine the lakes present condition and also determine if
any remedial actions need to occur to maintain this recreation area.
The city of Minnetonka requested the city of Hopkins participate in
this study due to our ownership and operation of Shady Oak Beach.

Analysis of Issues
o Why should the city participate in a study?
It would probably be in the city's best interest to, at a
minimum, participate in the initial study of Shady Oak Lake to
determine if we will need to make any modifications to our beach
. operations.
o How much will the study cost?
The entire study for Shady Oak Lake will cost approximately
$8,890. The City of Minnetonka is requesting us to fund one-half
of the study, or $4,445.
o How will the study be funded?
Staff is proposing that our portion of the study be funded by
storm sewer utility fees. The storm sewer fund seems to be the
most appropriate source of funding for a project of this nature.
o What are possible future financial obligations?
The City of Hopkins is at this time only indicating to the City
of Minnetonka a willingness to participate in the study. The
city of Minnetonka may at the conclusion of the study request us
to participate in recommended remedial actions. The cost, if
any, is unknown at this time but could be substantial, or an on
going expense.
o What will be the conditions of an agreement?
The conditions of the agreement between Minnetonka and Hopkins
will likely be similar to the agreement between Minnetonka, Eden
Prairie, and the Nine Mile Creek Watershed District for the
larger, overall project. Please refer to attached news clipping.
The City of Minnetonka will draft our agreement subsequent to the
agreement being executed between them, Eden Prairie, and the
Watershed District.

Dear Steve:
Enclosed is a copy of a letter of proposal sent to the Board of
Managers of the Nine Mile Creek Watershed District requesting
that they undertake a cooperative study of Shady Oak Lake in
addition to two other lakes in the area that are exhibiting
reduced open water areas and vegetative encroachment.
If approved, the City of Minnetonka's share, based on an
investigation of both Shady Oak Lake and Glen Lake, is estimated
to be $17,778. Given the City of Hopkins ownership and operation
of Shady Oak beach, and the potential impacts -that changes in
the lake could have on your facilities, the city Council asked
us to inquire if Hopkins would participate in this cooperative
effort by funding one-half of the proportionate share of the
study cost attributable to Shady Oak Lake. We are estimating
that amount to be $4,445.
I would appreciate your consideration of this matter and being
advised at your earliest convenience as to its disposition. To
assist in your review, I have also enclosed a copy of the work
plan proposed bv Barr Engineering Company.
