SALE OF PROPERTY TO CITY
Proposed Action
staff recommends adoption of the following motion:
Approvinq the purchase of certain properties owned by the
Hopkins Housing and Redevelopment Authority to the City of
Hopkins and authorize the HRA Executive Director and Mayor
of the city of Hopkins to execute the necessary contract
documents.
overview
The Hopkins Housing and Redevelopment Authority has
purchased a number of properties over the years for various
redevelopment purposes. A number of these properties are
either being retained by the HRA for redevelopment or being
utilized by the City of Hopkins for miscellaneous public
purposes.
Two properties which are presently being utilized by the
City for public activities are as follows:
o 900/902 Mainstreet for construction of the downtown
plaza
o 9/11 Ninth Avenue South for public parking.
Because these properties are being used for City oriented
activities, it makes sense to have them in the ownership of
the city. Staff has talked to legal counsel and such a
transfer can be undertaken with a public hearing and
approval of a resolution. The Public Hearing is set for
7:15 p.m.

The impact of this action will be to give the City
ownership of property which it is presently
utilizing for public purposes. The resolution
that is being requested to be approved would
require that if City Council at some future date
determined the property to be surplus and no
longer needed for public purpose, that all funds
secured through a sale would be returned to the
HRA Redevelopment fund. Furthermore, if the HRA
determined at a future .date that such property was
needed for redevelopment purposes, that the
purchase price would only be based on the
improvements located on the property at the time
of purchase and not the land value.
