ENGINEERING AND MONITORING SERVICES
GROUNDWATER MONITORING WELLS
HOPKINS LANDFILL SITE
Proposed Action.
Staff recommends adoption of the following motion: Move to
authorize the city Manaqer to enter into agreement with Braun
Intertec Environmental. Inc. for enqineerinq and monitorinq
services concerning installation of qroundwater monitoring wells
on or near the Hopkins Landfill site.
Overview.
The 1988 Closure Order concerning the Seventh Street landfill
site stipulates a groundwater investigation and monitoring
program to the conducted by the city. This new phase in the
landfill saga follows the MPCA's November 6, 1991 approval of the
site Assessment report. This report recommends entering into an
agreement with Braun Intertec for engineering services regarding
a second phase geotechnical investigation and environmental
monitoring system installation at the landfill site.

Issues to Consider.
What will be the cost of these services?
Staff requested a scope of services and cost estimate
proposal of Braun Intertec. The services include
project bid and specifications preparation, contract
preparation, field investigation and inspection,
testing, and final report preparation. The total
estimated cost to provide the scope of work outlined is
$81,150 with a "not to exceed" proviso of $84,455. The
preliminary estimate for well installation is
approximately $100,000. The source of funding for this
estimated $185,000 project is the City's General Fund.
Staff is currently seeking legislative action to limit
the city's financial liability in a groundwater
monitoring program.

Which firm should provide engineering services?
Staff recommends Braun Intertec Environmental be
retained to provide engineering services. The firm is
familiar with all the issues surrounding the landfill
site and their past record indicates positive and
efficient coordination/administration of landfill
projects. '

Re: Proposal for Conducting a Phase II Geotechnical Investigation and Environmental
Monitoring System (EMS) Installation at the Hopkins Sanitary Landfill, Hopkins,
Minnesota
Introduction
Braun Intertec Environmental, Inc. (Braun Intertec) is pleased to provide the following
proposed scope of work and cost estimate for conducting a Phase II Geotechnical Investigation
and Environmental Monitoring System Installation at the Hopkins Sanitary Landf1ll (Landfill),
located in Hopkins, Minnesota. The work is being proposed to satisfy requirements set forth
in the Closure Order by Consent (Closure Order) agreement between the City of Hopkins and
the Minnesota Pollution Control Agency (MPCA), dated June, 1988, regarding the closure
and long term care of the Landfill.
Scope of Work
The proposed scope of work was prepared in accordance with Attachment I of the Closure
Order and includes the following tasks:

A detailed description of the scope of work included in these tasks is presented in the
approved Phase II Geotechnical Investigation/Environmental Monitoring System Work Plan
(Work Plan), Hopkins Sanitary Landfill, Braun Intertec, October 24, 1991 and Addendum to
Phase II Geotechnical Investigation/EMS Work Plan, Braun Intertec, November 25, 1991.
The scope of services proposed below includes tasks other than those associated with drilling
and monitoring well installation. The drilling portion of the Work Plan will be competitively
bid. The proposed work is summarized below:
Task A - Preparation of Drilling Bids and Specifications
As requested by the City of Hopkins, Braun Intertec will prepare Contract Documents for the
installation of the proposed piezometers and monitoring wells at the Landfill. The documents
will include the scope of work requested, terms and conditions, plans, maps and specifications
for conducting the drilling portion of the investigation.
Task B - Bidding and Bid Review
Braun Intertec will make available all drilling contract documents to drilling contractors who
wish to bid on the project and provide supplemental information as needed for drilling
contractors to submit bids. Brain Intertec, in conjunction with the City of Hopkins, will
review submitted bids for conformance with specifications and assist in awarding the drilling
contract.
Task C - Drilling Contract Preparation
Braun Intertec will assist the City of Hopkins in the preparation of the drilling contract.
Task D - Fieldwork, Drilling Program
Proposed work included in this task includes the collection of geologic and hydrogeologic
information during the field investigation, documentation of all field activities, and
supervision of drilling, piezometer and monitoring well installation.
Task E - Fieldwork, Piezometers and Monitoring Wells
Proposed work included in this task includes development and stabilization of the piezometers
and monitoring wells, collection of water level data, and field testing.
Task F - Geotechnical Soil Testing
Braun Intertec proposes to submit soil samples collected during the field investigation for
testing. The results of these tests will be used to determine geologic and hydrogeologic
conditions at the Landfill.

Task G - Report Preparation
Braun Intertec will prepare a report meeting the requirements of the Closure Order and
detailing the methods, results and conclusions of the investigation, and will present
recommendations for additional work, if necessary.
Task H - Meetings and Correspondence
It is anticipated that during the course of the investigation, Braun Intertec will meet at least
once with the MPCA to discuss preliminary results. This task includes work relating to
meetings and correspondence between the City of Hopkins, the MPCA and Braun Intertec,
Task X - Work Plan Implementation, Access Agreements, Miscellaneous Tasks
Work proposed under this task includes assistance in negotiating access agreements with
property owners affected by the investigation, preparation of a fact sheet for residents, and
miscellaneous work related to the project.
Scheduling
The Closure Order stipulated that the work should have begun within thirty days following
approval of the Site Assessment report (November 6, 1991). The City of Hopkins indicated
that access agreements needed to be obtained from property owners who would be affected by
the investigation. In addition, the drilling portion of the investigation would have to be
publicly bid. Therefore, it was infeasible that work could begin by November 6, 1991, and
Braun Intertec requested that the MPCA grant an extension for initiating the investigation.
The City of Hopkins is currently negotiating access agreements with property owners who
will be affected by the investigation. As soon as these access agreements have been secured,
Braun Intertec recommends that the investigation begin. Braun Intertec will provide
assistance in obtaining the access agreements is desired.
Project Budgeting and Cost Containment
Braun Intertec proposes to divide-the project into the individual tasks described above and
enter the task and budget data into our BST project budget tracking system. Each task will be
assigned a labor and expense budget to which only authorized personnel can assign costs. As
the project progresses, task budgets and expenditures will be reviewed weekly to determine if
the project cost is within budget. If it appears that costs to associated with a particular task is
exceeding the budgeted amount, actions will be taken to bring costs back within the task
budget.
The City of Hopkins will be provided with a project budget tracking report along with
monthly invoices, The tracking report will include task budgets, task costs, percentage of
task complete, percentage of budget remaining and budget overrun/underrun information.
Using this information, the City of Hopkins will be able to monitor the project performance
and budgeting at regular intervals throughout the duration of the project.

Cost Estimate
The cost estimates presented below were prepared on an hourly or unit cost basis in
accordance with our Schedule of Charges, dated June 1, 1991. Based on our current
understanding of site conditions and the assumptions stated above, the total estimated cost to
provide the scope of work outlined above is $81,150.00. The "not to exceed" cost estimate
for the project is $84,455.00,

The cost estimates for Tasks A, B, C, F, G, H, and X are "not to exceed" estimates. Costs
to the City of Hopkins for completing the scope of work included in these tasks will not
exceed the estimates listed above.
The cost estimates for Tasks D and E are subject to a 10% contingency. Costs to the City of
Hopkins for completing the scope of work for these tasks will not be exceeded by more than
10%.
Allocation of the estimated costs according to the monitoring well and construction schedule is
presented below, Note that tasks H and X may be performed at any time during the project;
an estimate of allocation of these tasks among the project phases is included below:
