Pro~osed Action.
Staff recommends the following motion: Move that Council
adopt Resolution 92-10, Resolution for Hearinq on Proposed
Assessments, Mainstreet Improvements. Proiect 90-04B.
Overview.
Council authorized the preparation of an assessment roll for
the service utilities and private improvements portion of
the Mainstreet reconstruction project between 5th and 11th
Avenues. The assessment calculations have been completed
based on actual construction costs. The total to be
assessed is $128,935.43.

*The average per system cost of the eight installed is
$3,097.69.
**The costs in this category include those for
improvements such as retaining wall installation, extra
paver stone installation, repair of foundation walls,
and additional plumbing work.
***The costs in this category are those encumbered during
relocation of water curb boxes and disconnection of old
abandoned water services. staff chose not to assess
these costs against property owners because the
assessment policy concerning sewer and water service
line repairs as outlined in Roadway Policy #8-B is
deemed ambiguous.
o Assessment policy concerning fire protection systems.
In the past the issue of fairness has been raised
concerning the assessment policy for fire sprinkler
systems. The costs for installation will vary
depending upon (among several factors) the length of 6
inch service pipe from the main in the street to the
building being served. Given that the main is on the
north side of Mainstreet, obviously installation costs
for a building on the south side of the street will be
more than those for a building on the north side.
Staff in this assessment roll has assigned actual fire
sprinkler costs to the affected property owners. An
alternative would be to assess much as with a regular
water service. Installation costs for all services
would be added up and then divided by the total number
of services. The assessment would be the average cost.
In the case of fire sprinkler systems in segment 3 the
average cost would be $3,097.69. Council should
discuss this policy if any changes are desired. Below
are the actual sprinkler costs as assessed against
eight properties:

will facilitate the installation of a sprinkler system in the basement area. I

Donnellan to give us cost estimates of a sprinkler system within the 517

the full cost of the work.
I understand that failure to sign and comply with the terms of this
document will result in anew service being installed as part of the

information available that manda.tes the replacement of my utility
service. Therefore, based upon the information presented to me by
the City's representative, and information that I have experienced

utility service in place and request that no work be done at my

canopy. I understand that the city has .no consistent
architectural theme for the side streets or alleys at this
time, and has therefor agreed to allow me to complete this
improvement. I further understand that a theme for the side
streets or alleys may be adopted in the future, and if my
improvement is in any way inconsistent with such a theme, my
improvement may need to be changed or eliminated at my
expense. Finally, I agree to reimburse the City of Hopkins
,for any additional expense which will be incurred due to my
improvement, and waive my right to a public hearing on, this

Resolution For Hearing On Proposed Assessments
Mainstreet Improvements
Project 90-04B
WHEREAS, the engineering superintendent, at the direction
of the Council, has prepared an assessment roll for
Mainstreet Improvements, Project 90-04B and
WHEREAS, the city clerk has notified the Council that such
proposed assessments have been completed and filed in
his office for public inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HOPKINS, MINNESOTA:
1. A hearing shall be held on the 3rd day of March,
1992, at the City Hall at 7:30 P.M. to pass upon
such proposed assessments and at such time and
place all persons owning property affected by such
improvements will be given an opportunity to be
heard with reference to such assessment.
2. The City Clerk is hereby directed to cause a
notice of hearing on the proposed assessments to
be published in the official newspaper at least
two weeks prior to the hearing and to mail notices
to the owners of all property affected by said
assessments.
3. The notice of hearing shall state the date, time
and place of hearing, the general nature of the
improvement, the area to be assessed, the total
cost of each of such improvements, and that the
proposed assessment roll is on file with the clerk
and that written or oral objections will be
considered.
4. The portion of the cost to be assessed against
benefitted property owners is declared to be
$128,935.43.
5. Assessments shall be payable in annual
installments extending over a period of 15 years
and shall bear interest at a rate of 8 percent per
annum.
Adopted by the City council this 4th day of February, 1992.
