Staff recommends adoption of the following motion: ' Move that Council adopt Resolution 92-15 . Resolution Approving Plans and Ordering Bids. Groundwater Monitoring Wells. city Project 91-05. Overview. The MPCA approved the City's Landfill site Assessment Report in November 1991. Approval paved the way for a specific groundwater monitoring plan at the seventh street Landfill to be developed. council has authorized Braun Intertec to undertake project bid, specification, contract preparation; field investigation and inspection; testing; final report preparation. Braun has completed a project package for the Council's approval. upon approval the City will advertise for bids. Braun Intertec estimates the installation of three piezometers and thirteen wells at $98,000. This includes landscaping and full restoration of property at all the well sites. o What is the location of the p~oposed wells? The three piezometers will be located at the northeast corner of the Seventh Street landfill site. Monitoring wells will be located on the following properties: Kant-sing at the end of 16th Ave. So. north of Soo Line Venturian in Minnetonka Greenfield Apartments Westbrooke Patio Homes (See Attached Figure) Proposed Monitoring Well Locations ............. CR92-43 page 3 o What is the impaet of this projeet on Westbrooke Patio Homes? Eight of the thirteen proposed wells will be located on Westbrooke property. Unlike the methane barrier project where the ifj>sue of risk to safety and health was the driving force, this project's urgency lies in meeting a regulatory requirement. Nevertheless, the presence of monitoring wells on property has a negative impact on aesthetic appearance. To that end the engineering consultant has designed at-grade wells for the Westbrooke property. These wells will be placed in parking lot and driveway areas and the only visible feature will be an at-grade four-foot concrete slab wi th a cover over the installation similar to that of a manhole. Landscaping will be used to hide wells as much as possible in other areas where guard posts are necessary. o The city has met with the Westbrooke Association to negotiate a revised long-term agreement which addresses the groundwater situation. Such an agreement, or license, permi ts the City to enter upon the Westbrooke common area.. to install the wells and carry out a monitoring program. The agreement should be finalized by February 15 and its terms are discussed in another report on this council agenda. Who will monitor and maintain these wells? The monitoring wells will be the property of the City and maintained 'by the same. Monitoring activities will be carried out by the city's designated consultant engineer. o What is the projeet timetable? CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 92-15 RESOLUTION APPROVING PLANS AND SPECIFICATIONS, GROUNDWATER MONITORING WELLS, CITY PROJECT 91-05, AND AUTHORIZE THE ADVERTISING FOR BIDS pursuant to authorization by the Council on February 4, 1992, plans and specifications for installation of groundwater monitoring wells on or near the Hopkins landfill site have been prepared by Braun Intertec, Inc. and they have presented such plans and specifications to the Council for approval, NOW THEREFORE BE IT RESOLVED, by the City council of Hopkins, Minnesota: . WHEREAS, 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved' and ordered placed on file in the office of the City Clerk. 2 . The ci ty Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice , at least ten days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m., on the 10th day of March, 1992, at the City Hall and that no bids shall be considered unless sealed and filed with the Clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and engineering superintendent are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council at its discretion may consider the bids, and the award of a contract, at the regular City Council meeting of March 17 , 1992, in the Council Chambers.
