Staff recommends the following motion: Move that Council adopt Resolution 92-16. Resolution APproving Plans and Specifications. Street and utility Reconstruction - Knollwood. project 90-01. and Authorizing the Advertisinq for Bids. Overview. The City council at its regular December 3, 1991 meeting conducted a public hearing concerning the reconstruction of streets in the Knollwood neighborhood. The Council authorized plans and specifications to be drawn up. RLK Associates Ltd. has prepared those plans within the guidelines of Resolution 91-149 and after considerable consultation with neighborhood residents. Staff now seeks authorization to continue to the bidding phase. Primary Issues to Consider. o Should the plans be accepted as presented? The consultant engineer is prepared to present the plans to the Council. The plans have undergone close scrutiny by the residents and neighborhood issues have apparently been addressed. Staff recommends accepting the plans for improvements estimated to cost $642,000 as proposed in the feasibility study. o What is the current project timetable? February 18 Council authorizes bidding February 19, 26 Ad in Sailor February 21, 28 Ad in Construction Bulletin March 3 Pre-bid conference March 13 Bid opening March 17 Council sets assessment hearing April 7 Assessment hearing May 19 Adoption of assessment roll Award of bid Supportinq Information. o Plans and Specifications o Resolution 92-16 ~~~ James Gessele Engineering Supertintendent CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 92-16 RESOLUTION APPROVING PLANS AND SPECIFICATIONS STREET AND UTILITY RECONSTRUCTION-KNOLLWOOD, PROJECT 90-01, AND AUTHORIZE THE ADVERTISING FOR BIDS WHEREAS, pursuant to a resolution passed by the Council on December 3, 1991, plans and specifications for reconstruction of streets, storm sewer, sanitary sewer and water main, Knollwood, have been prepared by RLK Associates Ltd., and they have presented such plans and specifications to the Council for approval, NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered place on file in the office of the city Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least twenty-one days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m., on the 13th day of March, 1992, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the city of Hopkins, Minnesota for 5% of the amount of such bid. 3. Notice shall be given to potential contractors that attendance at a pre-bid conference on March 3, 1992, at 1:00 p.m. at the City Hall shall be a prerequisite to bid submittal on this project. 4. The clerk and engineering superintendent are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract, at the regular city Council meeting of May 19, 1992, in the Council Chambers. Adopted this 18th day of February, 1992. Nelson W.
