ESTABLISHING CHARGES FOR BULK PICK-UP ITEMS
AND 300 GALLON CONTAINER COLLECTION SERVICES
Proposed Action.
Staff recommends that the Council approve the following motion: "Move
to adopt Resolution No. 92-17. establishinq charges for Bulk Item
pick-up and 300 Gallon container Collection services."
This action will formally adopt the charges that the city has been
using for bulk pick-up and 300 gallon container collection services
since the beginning of 1991.
Overview.
Bulk Pick-up and 300 gallon container collection services were
discussed and approved for 1991 during the 1991 budget process in June
of 1990. The charges established for these services were not however
formally approved by City Council Resolution when they were discussed.
Staff is therefore requesting that the charges be adopted by
resolution so as to reflect current program practices.

Analvsis of Issues
o What are the current Bulk pick up charges?
The pick-up charge for the Bulk Pick-up service is $15.00 per
stop and/or bulk item. A bulk item is described as; furniture,
sofas, stuffed chairs, mattresses, box springs, carpet, major
appliances, and other items too large to fit into the normal 90
gallon container.
o What are the current 300 Gallon container Collection Charges?
The current charge for 300 gallon container collection is $25.00
per dump/per container. 300 gallon containers are meant to be
used in cases where for a month or less residents need more room
than is in their 90 gallon container. These containers to be
used on a temporary basis and are not meant to be used for major
construction demolition material.
o Are there any changes proposed to current charges?
There are two changes proposed for the Bulk pick up collection
service. The first change would charge $25.00 for pick up of
air conditioners. The city recently discovered that there is now
an additional $10.00 charge to dispose of air conditioners due to
the fact that most air conditioners have two condensers, and
there is additional cost involved in dealing with these items.
staff is therefore recommending that the charge to pick up air
conditions be raised $10.00 to cover this additional cost.
The second change would charge $25.00 for the pick up of a
sOfa/hide-a-bed. Staff presently has to remove the bed spring
portion of the sofa prior to disposal. Staff recommends raising
this fee to cover our additional labor costs.
No changes are proposed to the pick-up charge for the 300 gallon
container collection service which would remain at $25.00 per
dump/per container.
o How will these changes be handled in the future?
Charges for these services and other refuse related services will
be reviewed annually in conjunction with the review of all other
charges that the city council annually reviews.

COLLECTION SERVICES
WHEREAS', Legislative Policy #8D, Solid Waste Collection,
stipulates that charges for Bulk Item Pick-up and 300 Gallon
container Collection will be established by city Council
Resolution and~
WHEREAS, the current charges for Bulk Item Pick-up and 300
Gallon .Container Collection need to be formally approved by
Council Resolution;
NOW THEREFORE BE IT RESOLVED, by the City Council of the
City of Hopkins, Minnesota, that the charges which are defined in
Legislative Policy #8D be hereby set at the following rates:
Bulk Item Pick-up General Charge
Bulk Item pick-up of Air Conditioners
Bulk Item pick-up of SofajHide-a-Beds
300 Gallon container Collection
$15.00 each
