Final Plat and Landscape Plan Ramsgate Townhomes
SUBJECT:
Attached are Council Reports 91~270 and 91-271. These two
reports are for the Final Plat and the Landscape Plan for
the Ramsgate Townhomes. Action on the Landscape Plan and
the Final Plat maybe predetermined by the actions taken
before these items.
The Council should note that if Mr. Jones has not agreed to
an extension of the. final plat, the Ordinance requires
action at the February 18 meeting.
Also, since the December 17, 1991 City council meeting, Ray
Vogtman has reviewed the final landscape plan. At the
December 17th meeting the Hiawatha' residents asked if the
forester could review the landscape plan again. They
requested this because additional trees had to be removed
when the holding pond was required by the Watershed District
to have the slopes changed. Ray. vogtman reviewed the
landsc~pe plan again. Attached are his .comments.

Resolution RZ91-24 recommending approval of the final plat
for Ramsgate 2nd Addition.

overview.
The preliminary plat for the Ramsgate Townhomes was approved
on August 20, 1991. The Ordinance requires that within six
months of approval of the preliminary plat the applicant
shall submit the final plat for approval. The applicant has
,submitted the final plat for approval.
The plat indicates that the south part of the site will be
an outlot. This outlot will have a parking .areaand will be
unbui~dable as long as it is an outlot. '
The plat shows that 17. feet of right-of-way will be
dedicated for right-of-way for aiawatha Avenue. There
currently is only 7 feet of right-of-way on the west side of
the road, this additional 10 feet of right-of-way will
expand the overall right-of-way of Hiawatha from 40 feet to
50 feet. If Hiawatha is expanded in the future, the
additional right-of-way will allow for a wider road~ The
right-of-way for Cambridge will remain unchanged.
The staff reviewed the applicant's request with the
Commission. Chris aayhoe, representing . the applicant
appeared before the Commission .to answer any questions
regarding the final plat. Mr. Pavelka stated that this was
not a public hearing, but he would allow the aUdienc,e to
speak regarding the final plat. There was very little
discussion on this matter.

primary Issues to consider.
o What are the specifics of the plat?
The plat indicates that 17 feet of land will be dedicated
for right-of-way purposes for Hiawatha Avenue which' is 10
feet more than presently exists. The right-of-way for
Hiawatha Avenue will be increased overall from 40 to' 50
feet. The right-of-way for Cambridge street is 60.80 feet,
which is the current right-of-way.. The south side of the
lot will bean outlot used for overflow parking for the
proposed townhomes and the adjacent apartments. The
proposed townhomes will be constructed on Block 1.
o Has the final plat ehanges from the preliminary plat?
The final plat has changed slightly from the preliminary
plat when the number of townhomes was reduced from 13 to 12.
A townhome was eliminated in order to make the holding pond
larger which reduced the size of the outlot. The site plan
was changed at this time but not the preliminary plat. The
final plat reflects the smaller outlot, which was the size
of the outlot approved by the City Council on the final site
plan. Specifically the outlot's north lot line was moved 28
feet to the south to accommodate the larger holding pond.
o What were the City Engineer's eomments?
The City Engineer reviewed the plat and noted that the
holding pond should be recorded on the plat as an easement
and also a 10 foot drainage and utility easement parallel to
Hiawatha. The applicant has been notified of the
additional easements. The 10 foot drainage/utility easement
and the .holding pond easement have been added.
Alternatives.
1. Recommend approval of the final plat. By approving the
final plat, the applicant will be able to file the plat
with Hennepin County.
2. Recommend denial of the final plat. If the City
Council. denies the final plat, the City Council will
have to state findings of fact that support the denial.

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
AN APPLICATION FOR FINAL PLAT FOR RAMSGATE 2ND ADDITION
WHEREAS, an application for a final plat entitled SUBD 91-3
made by Mark Z. Jones is approved.
WHEREAS, the procedural history of the application is as
follows:
1. That an application for a final plat SUBD
91-3 . was filed with the City of Hopkins on
November 4, 1991.
2. That the Hopkins Planning Commission reviewed
such application on November 26, 1991.
3. That the Hopkins Planning Commission, mailed
notices, held a hearing on November 26, 1991.
4. That the written comments and analysis of the
city staff and the Planning Commission were
considered.
5. That the Hopkins City Council considered the
final plat on December 3, 1991, December 17,
1991 and February 18, 1992.
NOW THEREFORE BE IT RESOLVED, that application for SUBD 91-3
is hereby approved subject to the following
Findings of Fact:
1. That the platted lot meets the minimum
requirements of the zoning ordinance.
2. That the proposed subdivision meets the
requirements of the subdivision ordinance.
BE IT FURTHER RESOLVED, that application for SUBD 91-3 is
hereby approved subject to the fOllowing
Conditions:
1. That the final plat is recorded with Hennepin
County within 100 days after the date of approval.

LANDSCAPE PLAN - RAMSGATE TOWNHOMES
ProDosed Action.
Staff recommends the following motion: Move to approve the
landscape plan dated October 30, 1991 for the Ramsqate
Townhomes and require the applicant to fence the trees
identified to remain before construction to ensure minimal
damaqe to the trees.
Overview.
One condition in the Resolution 91-7 to approve the Ramsgate
Townhomes was to have the staff review the landscape plan.
Ray Vogtman reviewed the landscape plan with representatives
of the applicant. Ray made several suggestions on changing
the landscape plan. Attached is his memo regarding the
changes. Ray has since reviewed the revised landscape plan
and found it acceptable.
Most of Ray's changes in the landscape plan were changing
the species of trees. He suggested planting Rubrum Maple
and Swamp White Oak and cutting back on the Green Ash and
Locust. The new landscape plan shows 6 Swamp White Oaks and
4 Rubrum Maples substituted for the ash and locust. The
plan also reflects the increased size recommended by Ray for
the Colorado Spruce and the Colorado Blue Spruce. 12 Ivory
Smoke Japanese Lilacs were added to the site.
The total number of trees and evergreens has increased from
41 to 46. The reason for this increase is that 3 existing
trees had to be eliminated to meet the Watershed District
requirements of 3:1 slopes for the hOlding pond.
Ray also recommended that the applicant use snow fencing or
similar fencing around the roots of the existing trees to
prevent soil compaction, trunk scarring and root cutting.
The applicant was provided publications regarding
construction damage to trees and has agreed to use measures
to prevent damage to the existing trees. The applicant has
also noted on the revised landscape plan, that if an oak
dies, there will be two trees planted to replace that tree.

SUBJECT: Hiawatha Avenue Trees
Following our meeting last
me regarding any concerns

landscape plan.

I have attached several publications regarding construction
damage to trees. These publications identify many of the
positive steps that can be taken to ensure minimal damage to
the existing oaks on the site. The obvious areas of concern
are soil compaction, trunk scarring and root cutting. The
damage from these activities on oaks can be dramatic.
Fencing around various zones of "No Construction Allowed"
prior to the staging of equipment is a strong
recommendation. A common trench for the water utilities
will also serve to minimize damage to roots. Any
construction damage to the oaks in Mayor June must be
promptly treated to avoid introducing Oak wilt into the
site.
The landscape plan is a fairly good proposal. I would only
suggest some rather minor changes. The sizes of the trees
overall is good, although I would like to see 6 ft Colorado
Spruce and 5 ft. Colorado Blue Spruce. The diameter size of
2", 2 . 5 n I and 3 II , as proposed on the deciduous trees is
typical. I see no definitive reason to increase caliper
sizes on these trees. The species selections could be
improved. I would recommend cutting back on the green ash
and locust quanti ties and substituting Rubrum Maple, and
Swamp White Oak. Three other trees that should be
considered for planting would be Ohio Buckeye, Ivory Smoke
(Japanese Lilac) and one of the many flowering crab
varieties available. Perhaps the total number of trees
planted could be increased in order, to incorporate these
other selections into the planting plan.

SUBJECT: Revised landscape plan for the Ramsgate Townhomes
Your memo of December 18, 1992 requested that I review the
revised landscape plan for the proposed Ramsgate Townhomes.
The original plan was revised because of changes made to the
proposed storm pond retention area. In. particular, the
slope of the proposed pond edges has been made more gradual,
thus requir ing additional grade changes. The new grade
changes will negatively impact the root zones of three
additional trees.
After review of the revised landscape plan, and a visit to
the site, I agree with the decision to plan on removal of
the three additional trees. Although attempts could be made
to place boxes, etc. around these trees, these efforts would
prove futile and costly. If the development does occur,
these trees should be shown as removed to avoid long term
implications for the developer. The revised plan does
indicate additional plantings, to partially offset;the loss
of these additional removals.
