Staff recommends adoption of the following motion: Move that Council adopt Resolution 92-25, Resolution For Award of Bid, Groundwater Monitoring Wells, Hopkins Landfill site, city Pro;ect 91-05. Overview. Council at its February 18 meeting approved plans and specifications for the installation of three piezometers and thirteen monitoring wells on or near the 7th street South landfill site and authorized bids to be taken for such a project. The installation of the wells is in keeping with requirements of a groundwater monitoring plan as outlined in the 1988 Closure Order. Bids were opened on March 10, 1992. Four bids for the project were received and are tabulated below. The low bidder is Thein Well Co., Inc. Contractor Bid Thein Well Co. $59,311.00 Bergerson-Casewell 68,811.00 Braun Intertec 69,500.00 Traut Wells 76,830.00 Staff and Braun Engineering have checked the bids and reviewed the qualifications of Thein and find no irregularities. Primary Issues to Consider. 0 Should the award be made to the low bidder? Thein Well Company is a qualified bidder with the equipment and manpower to complete the project. 0 Is the bid reasonable? The Thein Well Company bid is almost $36,000 lower than Braun Engineering's estimate of $95,000. 0 Have all right-of-entry agreements with adjacent property owners been obtained? The remaining agreements with Westbrooke Patio Homes and venturian corporation have been negotiated and ready for city signatures. Examination of Thein's unit price schedule reveals no unbalanced quotes. Staff recommends award of contract to the low bidder. 0 When can construction begin? Construction can begin by April and should be completed by May 1. Full restoration with landscaping is scheduled for June 1 completion.
