County Road 3 Upgrading
Hennepin county C.I.P.
proposed Action.
Staff recommends the following motion: Move that Council
adopt Resolution 92-27. Resolution Requestinq Placement of
C.S.A.H. No. 3 Improvements on Hennepin County Capital
Improvements Program 1993-97.
Overview.
Over a period of time city Council and staff have received
complaints and confronted issues regarding
traffic/pedestrian movement and aesthetics along County Road
3. In December 1989 Council authorized undertaking an in-
depth analysis of the roadway and various intersection
alternatives. Benshoof and Associates have studied various
options for the segment from Blake Road to T.H. 169 since
that time and a final report is due soon. Hennepin county
grant money was made available for a study that addressed
aesthetic issues along the entire Excelsior Boulevard
corridor from Meadowbrook Road to Shady Oak Road and that
report is on file. In the meantime countless complaints
concerning the multi-track railroad crossing have been
heaped upon the city.
These elements and the Council's desire to give County Road
3 improvements some priority have led staff to conclude that
placing a master project on the County C.I.P. is the best
means of striking the first blow in getting the project
under way.

0 What are the benefits of placing a project on the
County C.I.P.?
In the first instance such a move clearly defines the
city's priority as to which county road to upgrade. It
provides residents, adjoining cities, and the County a
long range perspective and affords a valuable planning
tool.
Secondly, it provides the impetus for establishing a
planning process and provokes the entire community into
thought and action. Private investors will be aware of
the city's long-range development program, and the city
will have a fallback position for any fast breaking
developments. Because projects of such magnitude
require much coordination and planning and need to meet
a myriad of county/state Aid requirements, placement on
the C.I.P. provides the necessary lead time.
Finally, it compels the city to deal with land use and
redevelopment issues, especially along that segment of
roadway between Blake Road and T.H. 169. The Benshoof
study has been stYmied to some extent in addressing
access to properties and vehicular crossings between
properties north and south of the roadway because of
the city's undefined direction in land use and
redevelopment.

For the present, the city's only commitment is what
amount of time and effort it wishes to place in forming
a task force, coordinating with various agencies and
cities, and doing mountains of preliminary planning.
The city can be assured that it is not committed to a
hard and fast schedule and that there is an element of
flexibility in the process.

CITY OF HOPKINS
MEETING NOTICE
On March 17, 1992 at 7:30 p.m. in the city council Chambers
in the Hopkins city Hall, 1010 First street South, the City
Council is scheduled to discuss matters pertaining to the
placement in the Hennepin County capital Improvement Plan of
an improvement project pertaining to county Road 3. More
specifically, the City Council will be reviewing a
resolution which will formally request that Hennepin County
include a project in their 1993-1997 Capital Improvement
Plan which proposes various improvements to County Road 3
from the western Hopkins City limits to Meadowbrook Road.
Please note that the placement of a project in a capital
Improvement Plan is one of the very early steps in planning
for a project. Prior to an actual project taking place, the
adjoining property owners and the public would be allowed to
participate i~ the planning process.

Resolution Requesting C.S.A.H. No. 3 Improvements
To Be Placed on Hennepin County capital Improvement Plans
1993-97
WHEREAS, the City of Hopkins deems it advisable and
necessary to undertake certain improvements on C.S.A.H.
No. 3 within the limits of said municipality as they
pertain to aesthetics, traffic movement and pedestrian
movement, and
WHEREAS, the City of Hopkins wishes to begin the planning
process for such improvements along C.S.A.H. No. 3 from
Shady Oak Road to Meadowbrook Road in a cooperative
effort with Hennepin County.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
HOPKINS, MINNESOTA, THAT:
1. The city requests placement of such a project on
C.S.A.H. No. 3 from Shady Oak Road to Meadowbrook
Road on the 1993-97 Hennepin county Capital
Improvement Plan.
2. The City requests such a project to fall within
the following outlined schedule:
a) Segment 1 between Shady Oak Road and T.H. 169
Planning and Acquisition 1993-94
Construction 1995-96
b) Segment 2 between T.R. 169 and Blake Road
Planning and Acquisition 1994-95
Construction 1996-97
