VII.1. 325 Blake Road/Alatus Development; Elverum
The City’s Finance Advisor Stacie Kvilvang presented a financing structure that allows
the development at 325 Blake to move forward in advance of a full -funding commitment
from the private market. Ms. Kvilvang asked for an indication of support from the City
Council to allow for the issuance of temporary Tax Increment Financing (TIF) bonds. Tony
Kuechle with Alatus Development and James Wisker with the Watershed District both
shared their comments on the proposed financing and development. After careful
consideration about potential risks to the city, the City Council generally supported moving
forward with the financing option proposed. The financing option will come back to the
City Council for formal approval.
