AUGUST 27, 2024
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, August 27, 2024 at 6:30 p.m. in the Council
Chambers at City Hall, 1010 1st Street South.
Chairperson Terrill called the meeting to order with Commission Members Green,
Ilstrup, Miller, Fauchald and Wright attending. Commissioner Nur was absent. Also
present was City Planner Krzos and Finance Director Bishop.
ADOPT AGENDA
Motion by Ilstrup. Second by Wright.
Motion Adopt Agenda as presented.
Ayes: Green, Ilstrup, Miller, Fauchald, Wright, Terrill
Nays: None. Absent: Nur. Motion carried.

CONSENT AGENDA
Motion by Ilstrup. Second by Green.
Motion Approve the Consent Agenda
1. Minutes of the July 24, 2024 Planning & Zoning Commission regular meeting.

Nays: None. Absent: Nur. Motion carried.
PUBLIC HEARING
1. 2024-05 100 Jackson Avenue North – Cargill Outlot – Zoning Map Amendment
City Planner Krzos provided a summary presentation of Planning & Zoning Commission
report 2024-05.
Motion by Wright. Second by Ilstrup.
Motion Close the Public Hearing
Ayes: Green, Ilstrup, Miller, Fauchald, Wright, Terrill
Nays: None. Absent: Nur. Abstain: Miller. Motion carried.
As an employee of Cargill Incorporated, Commissioner Miller abstained from voting.
Commissioner Wright asked staff to further define the difference between the IX-S and
RX-TOD zoning designations. City Planner Krzos explained that IX-S allows for more
industrial and office mix of uses, RX-TOD allows for retail, office and residential uses.

Motion Approve Planning & Zoning Resolution 2024-12 recommending the City
Council approve an ordinance rezoning 100 Jackson Avenue North from IX-S
with a Planned Unit Development to RX-TOD with a Planned Unit Development.
Ayes: Green, Ilstrup, Fauchald, Wright, Terrill
Nays: None. Absent. Nur. Motion carried.
Commissioner Miller did not formally voice abstention from the vote.
OLD BUSINESS

NEW BUSINESS
1. 2024-06 Approve 2025-2029 Capital Improvement Plan
City Planner Krzos provided an introduction summary of the Planning & Zoning Report
2024-06. State Statute requires the Planning & Zoning Commission review all proposed
capital improvements within the City each year for consistency with the Comprehensive
Plan. The City Council then approves the Capital Improvement Plan.
Finance Director Bishop provided an overview of the 2025-2029 Capital Improvement
Plan (CIP).
Commissioner Green questioned if there were contingency funds or plans in the CIP for
things such as storm damage or unexpected expenses. Finance Director Bishop
responded that the City has an insurance risk fund or general property casualty
insurance. Many of the projects in the CIP do have their own contingency included in
the budget. The Commission discussed focusing on further sustainability work in the
CIP process.
Motion by Green. Second by Fauchald.
Motion Approve Planning & Zoning Resolution 2024-13 finding that the 2025-
2029 Capital Improvement Plan is consistent with the Comprehensive Plan and
recommending City Council Approval based on that finding.

Nays: None. Absent. Nur. Motion carried.
ANNOUNCEMENTS
City Planner Krzos updated the Commission on past projects and upcoming agenda
items. Mr. Krzos also shared an overview of the new legislation regarding cannabis
legalization ahead of presenting a draft Ordinance to the Commission at a future
meeting.

ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission and
upon a motion by Ilstrup, second by Miller, the meeting was unanimously adjourned at
7:25 p.m.
