PROPOSED INCREASE TO PAVILION
HOURLY ICE RENTAL RATES
Proposed Action.
Staff recommends adoption of the following motion: "Adopt Resolution
No. 92-34 increasinq the Pavilion Hourlv Ice Rental Rates
beginning
May 1, 1992".
Overview.
The initial Pavilion hourly ice rental rates were
established on
October 16, 1990. These rates were based on projected expenses of the
new Pavilion, projected hours to be rented, and prevailing
rates of
surrounding facilities. After two seasons of ice operations and a
review of surrounding facility rates, staff recommends an increase in
rates to help budget revenue meet or exceed expenses.

Detailed Background.
These rates affect the Legislative Policy #5-E, Pavilion (Ice Arena)
Operation; section 3.07. "Rates for prime time and non-prime time ice
will be determined by recommendation from the Pavilion staff and Park
Board, for approval by the city Council."
As was discussed dur ing the 1992 Budget processs, hourly
ice rental
rates need to be increased to help budget revenue
meet or exceed
expenses.
The proposed rate increase will go into effect on May 1, 1992, and the
rate increase proposed is as follows:

Other ice arena facilities in the west metro area attempt to keep rate
increases limited to every other year. Our Pavilion has been open for
two seasons now with no rate increase. By increasing the hourly rate
by $10.00, at this time, we should be able
to follow this pattern.
Hopefully, no further increases will be necessary until the 1994-1995
skating season.

0 Should the hourly ice rental rates be increased?
The Hopkins Park Board has reviewed this information
and
recommended the rate increase at the March
16, 1992 Park Board
meeting. The Hopkins Youth Hockey Association will be informed
of this proposed increase also.

RESOLUTION NO. 92-34
HOPKINS PAVILION (ICE ARENA)
HOURLY ICE RENTAL RATES
WHEREAS, the City of Hopkins has established
Legislative Policy #5-E, Pavilion (Ice Arena) Operation,
Section 3.07; Rates for hourly ice rentals, and,
WHEREAS, the rates for prime time and non-prime time
ice will be determined by recommendation from the Pavilion
staff and Park Board and approved by the City Council, and,
WHEREAS, an adjustment of the hourly ice rental rates
must be made to offset operational expenses, and,
WHEREAS, surrounding facilities have indicated
comparable rate increases,
NOW THEREFORE BE IT RESOLVED, that the City Council of
the City of Hopkins hereby repeals the existing hourly ice
rental rates effective May 1, 1992, and,
BE IT FURTHER RESOLVED, that the hourly ice rental
rates in the Hopkins Pavilion are set as follows:
Prime Time Hours $95.00/hour
Non-Prime Time Hours $85.00jhour
BE IT FURTHER RESOLVED, that the effective date of this
new rate be in force in ponnection with all billing rendered
hereunder from and after'May 1, 1992,
Adopted by the city Council of the city of Hopkins this 7th
day of April, 1992.
