ORDER PUBLIC HEARING - ALLEY IMPROVEMENT PROJECT
Staff recommends adoption of the following motion: Move to
set a public hearing for May 5, 1992 regarding the review of
the Feasibility Report for the Alleyscape Improvement
Project.
For several months City staff and RLK Associates have been
working with downtown property and business owners regarding
undertaking an Alleyscape Improvement Project.
On January 7, 1992, the City Council held an informational
meeting to discuss the findings of the preliminary analysis
prepared by RLK Associates for this project. As the
testimony received at this meeting was generally in favor of
continuing the Alleyscape Project, the City Council directed
staff to proceed with the feasibility phase of the project.
RLK Associates is now nearing completion of the feasibility
study. As a part of undertaking the feasibility study, RLK
Associates had a number of group and individual property
owner meetings. RLK Associates is scheduled to meet with
the City Council to discuss matters pertaining to the
feasibility study during a special Council work session on
April 21st.
In order to allow full review and comment on the findings of
the feasibility study, staff is recommending that the City
Council schedule a public hearing for May 5, 1992 as a part
of the regular City Council meeting. Through this process
the City Council will be in a position to make a decision as
to whether or not it should proceed with an Alleyscape
Improvement Project of some type.
