JUNE 24, 2024
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Park Board
was held on Monday, June 24, 2024, at 6:30 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Chair Hanneman called the meeting to order with Vice Chair Lyksett and Members
Flynn, Miller, Stiele, and Youth Member Johnson attending. Member Woodfill was
absent. Others in attendance included Special Projects and Initiatives Manager Imihy,
Deputy City Clerk Baker, and Minnetonka Recreation Superintendent Davy.

Motion by Stiele Second by Lyksett
Motion to Adopt the Agenda.
Ayes: Flynn, Hanneman, Lyksett, Miller, Stiele
Nays: None. Motion carried.

Motion to Approve the Consent Agenda.
1. Minutes of the May 20, 2024 Park Board Meeting
Ayes: Flynn, Hanneman, Lyksett, Miller, Stiele
Nays: None. Motion carried.
GENERAL BUSINESS
V.1. Central Park Master Plan and Pavilion Feasibility Study RFP Update; Imihy
Special Projects and Initiatives Manager Imihy provided an update on Nine Mile Creek
Watershed District’s (NMCWD) analysis of the Central Park Master Plan. Brett Eidem
of NMCWD presented the organization’s background, current projects, and ideas for
NMCWD’s inclusion in the development of Buffer, Harley Hopkins, and Central Parks.
Member Miller questioned the seasonality of water retention, the potential impact of the
large Light Rail parking lot nearby, and whether a Barr Engineering site analysis would
yield a projection of financial savings.
GENERAL PARK UPDATE
VI.1. Hopkins-Minnetonka Joint Recreation Update; Davy
Recreation Superintendent Davy gave updates on Shady Oak Beach operations, adult
sports leagues, teen programs, youth camps and sports, and the work of inclusion staff
within the department. Member Flynn questioned whether there were pickleball
program numbers to share. Chair Hanneman questioned the absence of Hopkins
Activity Center senior programming in the joint recreation catalog.

PARK AREA ASSIGNMENT REPORTS
VII.1. Burnes, Buffer; Woodfill
Member Woodfill was absent. Member Flynn reported that the fish splash pad at Burnes
is popular.
VII.2. Park Valley, Oakes; Stiele
Member Stiele reported no updates.
VII.3. Maetzold, Valley; Hanneman
Chair Hanneman reported that the Maetzold fields look very good.
VII.4. Harley, Elmo; Flynn
Member Flynn reported no updates.
VII.5. Downtown, Central; Miller
Member Miller provided a reminder that the Hopkins Farmer’s Market has started and
thanked Public Works for their help with Hopkins Community Cinema’s event in Elmo. Vice
Chair Lyksett noted that the Downtown Park bandshell had some graffiti.
VII.6. Cottageville, Minnehaha Creek Preserve; Johnson
Youth Member Johnson reported no updates.
VII.7. Interlachen, Hiawatha; OPEN
VII.8. Shady Oak Beach, Hilltop; Lyksett
Vice Chair Lyksett reported that all parks are very wet due to recent heavy rainfall.
ANNOUNCEMENTS
Special Projects and Initiatives Manager Imihy reviewed the upcoming schedule.
Member Flynn recapped the recent garlic mustard pull event. Chair Hanneman
announced the addition of an electric vehicle “petting zoo” to Raspberry Festival.
ADJOURNMENT
There being no further business to come before the Park Board, and upon a motion
by Stiele, second by Lyksett, the meeting was unanimously adjourned at 7:36 p.m.
