CHANGE IN 30 MINUTE ZONE NORTH OF NORWEST BANK BUILDING
ProDosed Action
The Parking Committee recommends the adoption of the
following motion: "Move to change the time limit from 30
minutes to one hour in the zone between the Norwest Bank
Building and the Parking Ramp."
Approval will allow staff to undertake necessary signage
changes to reflect the new time limits.
Overview
Mr. Bill Weiler of Norwest Bank has made a written request
for a change in the time limit in the 30 minute zone. He
states he has received several complaints from customers who
were ticketed in the 30 minute zone. Norwest originally
requested this to be 30 minute parking. The request was
granted on the basis that most users of these spaces would
be patrons of Norwest Bank.
Mr. Weiler is requesting the 30 minute zone be changed to a
one hour zone. He feels this would help to accommodate
customers and clients of the Norwest Building, particularly
the elderly, who need more time to do their business in the
building, and are somewhat reluctant to park in the ramp.
The 30 minute zone in which this change is being requested
is located north of the Norwest Bank Building and South of
the ramp, and includes approximately 12 total spaces. Please
see the attached exhibit "A" for a view of this area.

Analysis
Based on the information above, the city council has the
following issues to consider:
o will this ehange have any negative effeets on other
businesses eustomer parking in the area?
Extending the time limit in this 30 minute zone shouldn't
have any affect on parking in the area to any great degree.
Currently the street south of Norwest is 2 hour parking, and
the ramp, which is adjacent to the 30 minute area, is a 3
hour time limit.
At times people need to have more than 30 minutes to
complete their business in the Norwest Building. Yet a one
hour limit will still deter any employee parking in this
area.
The ramp is readily accessible as a three hour parking area
in instances where parking time would be needed over and
above one hour.
o What is the eost assoeiated with re-signing this area?
Public Works has informed staff that the cost associated
with re-signing the 3 signs in this area would be minimal.
Alternatives
Based on the information above, the city Council has
the following alternatives:
1. Adopt the motion as recommended by the
Parking Committee.
2. Adopt the motion with changes.
3. Deny the motion and continue enforcing this
area as 30 minute parking.
4. continue for further information from staff.

Dear Paul:
To follow-up on our discussion regarding parking in the 30 minute zone
north of our building, we have received several complaints from
customers (10 in one week recently) who were given tickets. It's a
particular problem for the elderly who drnl't move as quickly and are
reluctant to park in the ramp. To make matters worse we have a tenant
in the building with a handicapped sticker who tj es up one of the
handicapped slots. I feel it may make sense to expand the time to an
hour to accommodat.e theBe people even though it is often busy there
because there seems to be ample room in the ramp for overflow.

SUBJECT: CONVERSATION WITH BILL WEILER - NORWEST BANK
On Friday, March 13th, I received a phone call from Bill Weiler
of Norwest Bank. Bill was concerned about complaints he has
recently received on the parking between the parking ramp and
Norwest Bank.
The parking is currently timed for 30 minutes which Bill feels
may be too short a time period. He states that he received about
10 complaints in the last week from people who had received
tickets and that' most of those people had only parked for 5 - 10
minutes over the allotted 30 minutes.
I spoke with Chief Johnson and he informed me that there were a
number of tickets, that all of them seemed to be at least 10
minutes over the allotted period. He indicated that as a general
rule, the enforcement officer will attempt to keep the tickets at
no less than 15 minutes over the time period.
I suggested to Mr. Weiler that he contact Mr. steiner since he
was in the same building to discuss this issue and that if it
seemed appropriate, he should petition by letter to the Committee
for a change in the time period in that lot. During our
discussions we mentioned either 45 minutes or 1 hour rather than
the current 30 minutes.
I am writing this memo for your information. You may wish to
discuss it with Mr. steiner since I anticipate Mr. Weiler's
contacting Jeremy in the near future.
