Overview. staff requested several design changes, relocations and temporary installations as they pertained to lights and signals during the first phase of Mainstreet reconstruction. These requests precipitated changes in costs not covered in the contractors original bid proposal. primary Issues to Consider. o What are the costs? Change Order No. 3 for Killmer Electric is in the amount of $17,706.85 o What is the justification for this change order? staff requests for design changes and the need to maintain a temporary traffic signal required extra work. Staff is confident the extra work was needed, and RLK has provided details of each change order item. Below is a brief description of each of these items for your information. 1. Move handholes out of brick paver areas in intersections...This i tern involves the handholes for the signals located at each quadrant of each signalized intersection. The original design showed these handholes being located in the brick paver areas. Prior to the commencement of construction, RLK Associates reviewed these locations and found two problems with the planned installation. First, the handholes would have to have concrete collars poured around the castings due to the nature of the handhole material. Secondly, the aesthetic result of a casting in the bricks would be significant. You directed that these be installed outside the paver areas. The charge of $9055.05 is for all conduit and additional wiring required to complete this installation on the signal systems at 5th, 7th, 8th 9th and 10th Avenues. . 2. Temporary 11th Street Signal Connection... The plans made no provision for connection of the signal at 11th Avenue during the winter between the two phases of this project. Public Works personnel felt it was important that this signal be operational during the winter. Therefor, a temporary connection was made at the total cost of $764.93. 3. Replace defective ballast...One of the ballast kits in a two- light head was defective. The city furnished Killmer with a new one, and it was installed, including removal of the defective parts, for a total cost of $161.86. 4. Install overhead banner cables...Two overhead banner cables, strung between buildings at the intersections of 9th and 10th, had to be removed during construction. The City asked Killmer to reinstall new cables after completion of Phase one, and this was done at a total cost of $618.87. 5. Refeed lights on 8th Avenue...After disconnection of the feed point which supplied power to the lights from 8th to 9th, it was necessary to refeed several lights on the side street. This was not provided for in the bid documents. This work was complete at · Civil Engineering · Transportation . Infrastructure Redevelopment · Landscape Architecture . Construction Management ... \ a total cost of $665.87 6. Feed lights east of 5th... The plan set made no provision or mention that any consideration would need to be given to the lights east of 5th Avenue. However, it became necessary through our construction process to refeed these lights, including a temporary connection. All work was completed at a total cost of $2268.43. 7 . Additional work in plaza to feed clock tower... The design documents did not detail the work necessary to feed the clock tower with the appropriate power supply. The work became much more involved than originally shown, including the necessity of running condui t into the Senn building. Not all of this work has been completed. The work that has been finished comes to a total of $2136.00. 8. Relocate temporary pole.. .All temporary light poles were originally located in the tree pit locations as shown on the plans. However, in one instance the tree pit was moved, at the request of the owner. To facilitate that move during sidewalk construction, the temporary pole had to be relocated, at a total cost of $454.88. 9. Relocate existing handhole at 6th and Mainstreet...An existing handhole on the southwest quadrant of 6th was located in the brick areas. To keep the project theme consistent, this was relocated at a total cost of $437.52. 10. Ex:tra work as necessary for addition of node at 6th...After curb, sidewalk and other items had been completed, the City decided to, add a node at the northwest corner of 6tl1. Killmer had to relocate a handhole, add conduit, and repour a light base. This was done at a total cost of $1143.44. If you have any further questions on these items please feel free to call.
