FIRE DEPARTMENT PUMPING APPARATUS
Proposed Action
staff recommends adoption of the following motion: II Award the bid for
.one (1) Fire Department Pumpinq Apparatus to Custom Fire Apparatus
Inc. at a net cost of $222,440.00".
Overview
Bid opening for the Pumping Apparatus was held at the Hopkins Fire
station on April 30, 1992 at 7:00 p.m. Three bids were received.
Custom Fire Apparatus of Osceola, WI, General Fire Safety, Wyoming, MN
and Emergency One of Ocala, FL, which was represented by Minnesota
Conway of Edina, MN.
The Fire Department Truck Committee reviewed all the bids and found
both Custom Fire Apparatus and General Fire Safety to be in compliance
with the fire department's specifications.
Emergency One took many exceptions to the truck specifications.

Primary Issues to Consider
o Is the Custom Fire Apparatus bid competitive and in the best
interest of the city of Hopkins?
Custom Fire Apparatus was low bid by $5,235.00 and met all bid
specifications. The truck that is to be replaced and is offered for
trade in is Engine 7, a 1968 Pirsch Pumper now 25 years old. Engine 7
needs maintenance and does not meet the fire suppression needs of the
department. The replacement truck is planned for 30 years of service.
Custom Fire Apparatus is a reputable manufacturer of fire apparatus
and staff feels the bid is competitive.
o How will the fire pumper be funded?
The truck is on the equipment replacement schedule for 1992. The net
amount budgeted is $232,500.00.

Subject: Replacement of Engine 7
The fire department has been working with various fire apparatus manufacturing
companies developing specifications for a new pumping apparatus.
Engine 7, is a 1968 Peter Pirsch pumper that has served the City of Hopkins well for
the past 25 years. It is now time to replace this truck.
The new specifications are designed to meet the NFPA 1901 standards for fire
, department pumping apparatus. The new truck will meet the needs of the City well into
the future and will be in service for the next 30 years. The design of the new truck will
provide 6 seat belted positions for firefighters, 4 pre-connected hose lines for rapid fire
attack, and a deck mounted deluge gun. \
We have taken a new approach to the disposal of Engine 7 which will become surplus
and must be sold as is. All bidders will be required in the bid invitation to offer a trade-in
value for Engine 7 with their bid on the new truck. This has been proven successful in
other cities and seems to bring the best price for the used truck.
Bid opening is set for 7:00 p.m. on April 30, 1992 at the fire station. If we order the new
truck in May of 1992, we would not take delivery until the winter of 1993. Manufacturing
companies are requiring at least 200 working days after delivery of the chassis to
complete the finished apparatus.
The cost of this new pumper should be within the funds budgeted in the equipment
replacement schedule.
