REQUEST TO THE CITY OF MINNETONKA TO ASSIST IN INSTALLING TRAFFIC
SIGNALS ON MAINSTREET AND SHADY OAK ROAD
Proposed Action.
Staff recommends the following motion: "Move to adopt Resolution 92-
52. requesting the City of Minnetonka to consider the installation of
traffic siqnals at the intersection of Shady Oak Road (C.S.A.H. 61)
and Mainstreet".
This action will formally request the City of Minnetonka to approve a
temporary signal installation at this intersection. If approved by
Minnetonka, Hennepin County would begin preparing agreements for this
project.
Overview.
The city of Hopkins was recently notified that Hennepin County has
included the upgrading of Shady Oak Road in their 1993-97 Capital
Improvement Plan, including the signalization of the Mainstreet
intersection. In past years this intersection, as well as the
'. C.S.A.H. 73 and 5 intersection, have been considered by the both the
city of Minnetonka and the City of Hopkins for temporary signal
installations. It was typically thought however that both
intersections would need approval by both cities before temporary
signals would be installed at either intersection.
It appears that if the County's C.I.P. is adhered to, it is just a
matter of time before signals will be installed at the Mainstreet and
Shady Oak intersection. Staff would therefore like to see temporary
signals installed at this intersection prior to the permanent signals
in order to get everyone familiar with the signal before the
permanents are installed. Temporary signals will also assist in
acceptance of the complete road upgrading since motorists and
residents will be used to a signalized intersection.

0 What are some of the conditions of temporary signal installation?
- The County will prepare all necessary agency agreements for
the project.
- Credi twill be give to the City of Hopkins for the City's
investment in the temporary traffic signal. This credit
will be applied toward the City's share in a permanent
traffic signal when such is installed. This will be spelled
out in the agency agreement.
- It is agreed that the City of Hopkins shall furnish the
signal and roadway plans subject to the approval of Hennepin
County.
- The County must review and approve the cost estimate for the
temporary traffic signal prior to the start of construction.
This will be spelled out in the agency agreement.
'- A cabinet and controller are available for loan to the City
for this traffic signal installation.

RESOLUTION REQUESTING THE CITY OF MINNETONKA
TO CONSIDER THE INSTALLATION OF TRAFFIC SIGNALS AT THE
INTERSECTION OF SHADY, OAK ROAD (C.S.A.H. 61) AND MAINSTREET
WHEREAS, the City of Hopkins was recently notified that
Hennepin County has included the upgrading of this road and
intersection in their 1993-97 C.I.P., and
WHEREAS, the ,City of Hopkins would like temporary signals
installed at this intersection prior to the permanent
signals to smooth the transition process from stop signs to
signals, and
WHEREAS, This intersection currently meets warrants for a
signal system installation,
NOW THEREFORE BE IT RESOLVED, that the City Council of the
City of Hopkins hereby request the City Council of the City
.. ", of Minnetonka to join in a request to Hennepin County to
" consider the installation of traffic signals at the C.S.A.H.
61 (Shady Oak Road) and Mainstreet intersection during the
1992 construction season, or as soon thereafter as possible.
