RAMSGATE SANITARY SEWER

Staff ,recommends the following motion: Move that council reiect
all bids for project 91-04. Ramsqate Sanitary Sewer Improvements.
and order bids at a future date.
Overview
council at its June 16 meeting^approved revised plans for
sanitary sewer improvements at the RamsgateApartment complex and
ordered bids to be taken. A bid opening was held July 8 and two
bids were submitted.
Primary Issues to Consider
o What were the bid results? .
only two bids were submitted, with Penn contracting as the
lowest bidder. The low bid of $58,364.50 is approximately
$17,000 higher than the engineer's estimate.
o Staff recommendation:
The lowest bid exceeds the engineer's estimate (project
.' ~ budget) by approxima,telY 40%. The contract item for removal
, and replacement of bituminous pavement accounts for this
major difference. RCM Associates in their attached letter
attribute the high bid to timing, a small project, and
contractors with full work schedules who really are not
looking for more jobs. The engineer feels that rebidding
this project perhaps in January could result in lower prices
for an early spring project. Ramsgate Apartment management
concurs with this strategy and feels such a schedule would
better dovetail their plans for extensive landscaping at the
complex.
There is concern that the City will still have a sewer main
in Hiawatha at overcapacity. However, measures have been
taken to seal sanitary manholes to counter infiltrating
storm water and to date the city, has not received complaints
from Hiawatha residents concerning flooding floor drains.
Public Works can monitor flows and schedule additional main
cleaning to maximize sewer capacities until the spring of
1993. Staff therefore recommends that Council reject bids
for this project and reschedule bidding at a later date.

Two (2) bids were opened on July 8. 1992 for the a.bove referenced projeot.
After review of the bids submitted to the Cit)' of Hopkins, Penn Contracting,
Inc. of CenterviUe. Minnesota has submitted the lowest responsible bid,
Pe,nn Contracting's bid of $58,364.50 was approximately $17,000,00 above the
~[JJ engineers estimate. Several work items were bid somewhat higher than the
engineers estimate, however, the major unit cost differences between ,the
engineers estimate and the project bids are as follows:
