Staff recommends adoption of the following motion: Move that Council ado~t Resolution 92~68. Resolution Orderinq Preparation of Assessment Roll and Setting a Hearing Date - 1992 Miscellaneous Special Assessments. Adoption of this resolution will begin the assessment process for various small projects and delinquent invoices. Overview In addition to assessing delinquent invoices and maintenance of the parking ramp, the Council will need to consider small projects undertaken during the past year: nuisance abatement at 2100 Mainstreet, house demolition on 7th Avenue South, Minnehaha Oaks Park, utility connection charges at 11109 Minnetonka Boulevard, and two fire protection systems. An assessment roll will be calculated and presented to the ~~- Council for its review at the September 1 meeting. 1111!'t;, Primary Issues to Consider o Should the assessment procedures begin now? Although certification of assessments is set for the latter part of November and the City does have ample time to carry out the full assessment procedure, staff recommends that Council proceed now and set a hearing date of September 15. ASSESSMENT ROLL AND SETTING HEARING DATE - 1992 MISCELLANEOUS SPECIAL ASSESSMENTS WHEREAS, certain improvements have been completed, agreements fulfilled, and costs of delinquent invoices have been incurred, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1. The engineering superintendent shall forthwith calculate the proper amount to be specially assessed for each such improvement, agreement, or delinquent invoice against every assessable lot, piece or parcel of land abutting on the streets affected, without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in the city office for inspection. 2. The engineering superintendent shall, upon , completion of such proposed assessments, notify the Council thereof. 3. A hearing shall be held on the 15th day of september, 1992, at the City Hall at 8:00 p.m. to pass upon such proposed assessments and at such time and place all persons owning property affected by such improvements will be given an opportunity to be heard with reference to such assessment. 4. The City Clerk is hereby directed to cause a notice of hearing on the proposed assessments to be published in the official newspaper at least two weeks prior to the hearing and to mail notices to the owners of all property affected by said assessments. . 5. The notice of hearing shall state the date, time and. place of hearing, the general nature of the improvement, the area to be assessed, th~'(total cost of each of such assessments, and that the proposed assessment roll is on file with the assessment clerk and that written or oral objections will be considered. .
