OUTDOOR RECREATION GRANT
APPLICATION AND RESOLUTION
Proposed Action.
Staff recommends adoption of the following motion: "Adopt Resolution 92-
71. Application to the Department of Trade and Economic Development
Outdoor Recreation Grant".
Overview.
In November of 1989, the residents of Hopkins passed a $2.75 million park
improvement bond which provided $400,000 for basic maintenance and
upgrades to ten of the city's 15 parks. The city was also able to obtain
a $110,000 Outdoor Recreation Grant from the MN Department of Trade and
Economic Development for additional funding on these park improvements.
The Outdoor Recreation Grant is designed to assist communities acquiring,
and developing land and open space for recreational activities. The
guidelines for the grant indicate that the upcoming Maetzold Field
rehabilitation project would be a good candidate for receiving such a
grant and as such, staff is proposing that the city submit an
. application.
The Park Board has reviewed this matter and is also recommending that the
city apply for the grant.

Analvsis of Issues.
. 0 What does the project consist of?
The proposed Maetzold Field project is a 2-phase acquisition and
development project as indicated below. The acquisition involves
purchasing the property from the Hopkins Housing and Redevlopment
Authority (HRA). The HRA purchased the property last year from the
school district when the city was not ln a favorable position to
purchase the property itself.
The 2-phase project will include the following:
o Phase I - acquisition of Maetzold Field
- development of ballfields 1 and 2
- preliminary landscaping
- construction of south parking lot
o Phase II - development of ballfields 3 and 4
- landscaping
- construction of restroom/concession facility
The city is seeking a matching grant of approximately $300,000 for
Phases I of this project. If the city receives a grant for 1993, it
would be staff's intent to submit another grant next year with hopes
of receiving matching funds to complete the remaining improvements.
The Little League has recently indicated that they will donate a
. portion of the proceeds from the sale of their existing field to
help fund construction of Phase II.
o Should the city apply for the grants?
The city received a grant in 1991 for other park improvements.
There is no risk in applying for another grant inasmuch as the
Maetzold Field project has matching funds available from the bond
referendum for this project.
o Is this grant application process the same as the process used in
1991 by the city?
The Grant process is essentially the same as in 1991 except that the
State now requires the city to have a Park Dedication Ordinance in
effect. The city has since adopted a Park Dedication Ordinance
thereby meeting this requirement.
o What happens if the city does not receive the funding?
The city basically has just enough money for the purchase of
Maetzold Field. If we do not receive the grant, the field
rehabilitation would have to be phased in over a much longer period
of time.
. 0 will the project require additional funding from the city?
Staff is in the process of fine tuning the estimated costs for the
project. There may, however, be a need to budget additional money
for the project, or phase it in slightly different, depending on how
much money the city receives in a grant.

. THE DEPARTMENT OF TRADE
AND ECONOMIC DEVELOPMENT OUTDOOR RECREATION GRANT
RESOLUTION 92-71
BE IT RESOLVED that the City of Hopkins act as the legal sponsor
for projects contained in the Community Development Application
to be submitted on September 1, 1992 and that the Mayor of
Hopkins is hereby authorized to apply the Department of Trade and
Economic Development for funding of this project on behalf of the
city of Hopkins.
BE IT FURTHER RESOLVED that the City of Hopkins has the legal
authority to apply for financial assistance, and the
institutional, managerial, and financial capability to ensure
adequate construction, operation, maintenance and replacement of
the proposed project for its design life.
BE IT FURTHER RESOLVED that the City of Hopkins has not incurred
any costs, has not entered into any written agreements to
purchase property.
BE IT FURTHER RESOLVED that the City of Hopkins has not violated
any Federal, state, or local laws pertaining to fraud, bribery,
graft, kickbacks, collusion, conflict of interest or other
unlawful or corrupt practice.
~ BE IT FURTHER RESOLVED that upon approval of its application by
the state, the City of Hopkins may enter into an agreement with
the State of Minnesota for the above-referenced proj ects, and
that the City of Hopkins certifies that it will comply with all
applicable laws and regulations as stated on all contract
agreements and described on the Compliances Checklist of the
community Development Application.
NOW THEREFORE BE IT RESOLVED that the Mayor of Hopkins is hereby
authorized to execute such agreements as are necessary to
implement the projects on behalf of the applicant.
I CERTIFY THAT the above resolution was adopted by the City
Council of the City of Hopkins this 18th Day of August, 1992.
