CR 05-146 Site Plan Review Mini-Storage C \ T Y OF" ~ October 26, 2005 HOPKINS Council Report 05-146 SITE PLAN REVIEW - MINI STORAGE Proposed Action. Staff recommends the following motion: Move to adopt Resolution 05-106, approving an amendment to the site plan for the outside storage faci1itv at 11001 Excelsior Boulevard. At the Zoning and Plauning meeting, Ms. Hatcher moved and Mr. Paul seconded a motion to adopt Resolution RZ05-33, recommending approval of an amendment to the site plan for the outside storage facility at 11 00 1 Excelsior Boulevard. The motion was approved unanimously. Overview. Last January Warburg StorageMart was approved for a site plan and conditional use permit for outside storage. StorageMart was approved to remodel part of the former NAPCO building and construct nine new outside storage buildings to the south of the existing building. They are now requesting to amend the site plan for the outside storage buildings. They are now proposing to construct 14 storage buildings. The applicant, Warburg StorageMart Partners, LLP, is starting the remodeling part of the existing NAPCO building. The office area of the facility will be open from 9:00 a.m. to 6:00 p.m. seven days a week. The subject property is zoned I-I, Industrial. The Comprehensive Plan has designated the site as Industrial. The proposed use complies with both documents. . What are the specifics ofthe mini storage? Exterior The new storage buildings will be constructed of steel. The exterior will be earth tone with forest green doors. Landscaping The site is required to have 55 trees. The landscape plan indicates 55 trees of the required size and an additional 63 shrubs. The majority of the trees will be located along the trail in the rear of the site. There will also be a new landscaped area on the east side of the building; this area is currently a bituminous strip. There is an existing small strip of green space along Excelsior Boulevard. Parking The storage facility is required to have 69 spaces. There will be 66 parking spaces in front of the building for the mini storage use. In addition to the parking in front of the building, a renter will be able to park in front of the rented space. Parking for the NAPCa employees will be located behind the building on the west side and in the parking area in front of their part of the building. NAPca is required to have 36 parking spaces; they will have 52. Engineering/Public Works A stormwater pond will be located on the southwest side of the site. Any approvals will be contingent on the City Engineer approving the plans. Fire Marshal The Fire Marshal has reviewed the preliminary plans and found them acceptable. Access The existing access to the site is from Excelsior Boulevard on the west side of the building. This access will remain. Access to the rear area will be either through the building or from the western drive aisle to the security gate. The westerly drive aisle is a shared access with CR05-146 Page 3 the property to the west. The NAPCa lot will be fenced separately and have its own access gate. Access to the NAPCa parking area will be from the westerly shared access drive. Access to the outside storage will be from 6:00 a.m. to 9:00 p.m. There will be a code-automated gate for access to the outside storage area. Setbacks The new buildings require a 20-foot setback. The buildings will have more than a 20-foot setback. Watershed District The pond remains on the south side of the site. This pond will be fenced both from the trail and the storage area. Any approvals will be contingent on watershed district approvaL Surrounding uses The site is sUITOlmded by the BCRRA trail to the south, industrial uses to the east and west and City property to the north. . What was the discussion at the Zoning and Planning meeting? Ms. Anderson stated that they are asking to amend the outside storage area fi'om nine buildings to 14 buildings. John Mazzitello and Tim Burnam, appeared before the Commission. Mr. Mazzitello reviewed the proposed outside storage area with the Commission. Mr. Burnam stated that the NAPCa building remodel was going to start this fall, the long storage buildings in the spring, and the smaller nine buildings in the fall. No one appeared at the public hearing regarding this item. Alternatives. I. Approve to amend the site plan for the outside buildings. By recommending approval of the amended site plan to construct the outside buildings, the applicant can construct the outside storage buildings as amended. 2. Deny the site plan for the outside buildings. By recommending denial of the amended site plan, the applicant will have to build the outside storage buildings as approved. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued. That an application for a site plan review was made by Warburg StorageMart Partners, LP, on September 23, 2005; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on October 25, 2005: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and 4. A legal description of the subject property is as follows: All that part of the following described land lying west of a line parallel with and distant 836.46 feet measured at right angles from the east line of Section 25, Township 117, Range 22: That part of the Northwest Quarter of the Northwest Quarter of Section 25, Township 117, Range 22, described as follows: Beginning at a point on the northerly boundary line of the right-of-way of the Minneapolis and St. Louis Railway Company, which point is 356 feet east of, measured at right angles from the west line of Section 2; thence north parallel with said west line to the north line of Section 25; thence east along the north line of said Section 25 to the northeast comer of said Northwest Quarter of the Northwest Quarter; thence south along the east line of the said Northwest Quarter of the Northwest Quarter, 632.4 feet more or less, to the northerly boundary line of the Minneapolis and St. Louis Railway Company right of way; thence southwesterly along the northerly line of said railway right-of-way line to the point of beginning. NOW, THEREFORE, BE IT RESOLVED that the application for Site Plan Review SPR05-8 is hereby approved based on the following Findings of Fact: 1. That the proposed amendment to the outside storage area meets the requirements for a site plan review. BE IT FURTHER RESOLVED that application for Site Plan Review SPR05-8 is hereby approved based on the following conditions: I. That the Watershed District approves the development. 2. That the final drainage, grading and utility plans are approved. 3. That a new site plan is submitted indicating bollards locations and that the plan is acceptable to staff.
