Knollwood street Reconstruction
Proposed Action.
staff recommends adoption of the following motion: Move that
Council authorize Chanae Order No. 1 as it concerns the
Knollwood Street Reconstruction Proiect.
Overview.
In an early August Council Update staff made Council members
aware of unsuitable backfill materials encountered during utility
installation and relocation associated with the Knollwood
project. The report then spoke of significant amounts of bad
backfill soils and that the soils engineer had already
recommended importing new granular material to the site. RLK
Associates then negotiated a price for trench backfill sand
(disposal of .unsuitable materials and stabilization of utility
trenches) and a price for subgrade stabilization rock (stabilize
the top of utility trenches to prevent rutting).
The contractor has been required to use these imported materials
on all utility trenching at Knollwood. Throughout utility work
on this project it has become evident that soils characteristics
are different than that portrayed in the original soils
investigation report of 1990. Borings taken in advance of this
project did not indicate any problems. The city's current soils
engineer has investigated the impact these deeper poor soils will
have on the roadway section design. Staff will need to present
an additional change order in the future.

Analvsis.
· What is the justification for a change order?
The first two items of this change order concern utility
trenches: trench backfill sand and subgrade stabilization
rock. In summary to the attachedRLK letters, the case is
made for disposing of unsuitable materials because they have
failed compaction tests and undergone severe settlement and
rutting under automobile traffic. The solution is to replace
these soils with imported material.
The third item concerns relocation of a hydrant on Cottage
Downs. The original contract specifications for hydrant
relocations provided for hydrant lead extensions. In this
case tha hydrant was not extended but actually moved to
another location and this required considerable extra
contractor labor.

This letter is to follow up on the Knollwood soils conditions.
As we discussed on July 21, Widmer has encountered a significant
amount of unsuitable backfill material during their utility
installation operations. One particular area was test-rolled;
deflec,tion of the compacted material exceeded 6". Based upon
these conditions, RLKAssociates SOlicited a cost from Widmer
for exporting the unsuitable soils and importing an acceptable
backfill material.
widmer has returned to us.a cost of $9.70 per ton for import
material, the cost of which shall include removal of the in-
place material to a location off-site. . The material'which'the.
contractor is importing is a "~creen reject", and has a 100%
passage of the 34 sieve and a 0% passage of the #200.GME has
examihed the material and recommended it for use as trench baskfi11.
Based upon our previous conversation, 'the contractor has begun
using this material.
At this point it is difficult to determine exactly how much of
the existing material is unsuitable and how much imported fill
will be required. RLK Associates will keep you p6sted an the
situation so that you have a handle on the total cost in~urred
due to this item.

Enclosed please fmd three (3) copies each of Application for Payment No. 2 and Change Order
No.1. Payment No.2 is for contract work performed at the Knollwood Project thTough
September 3, 1992. Including work contemplated by Change Order No. 1. Change Order No.
1 includes the following required revisions to the project contract: .
Item 1: Trench Backfill Sand
This change was necessary due to very soft and wet soils which were encountered during
excavation of the utility trenches. An attempt was made to utilize these wet and soft soils for
the backfilling of the utility trenches, but in nearly all locations where these soils were utilized,
. they have proven unsuitable. These soils have failed compaction tests and have undergone
severe settlement and rutting under construction and automobile traffic.
Therefore, upon our recommendation and approval by the City. we have required the
- Contractor to backfill utility trenches which consist of soft and wet plastic soils with sand
backfill. . We have negotiated a price of $9.70/ton for "Trench BackfIll Sand". This unit price
includes all costs associated with furnishing, hauling, properly installing and compacting of the
trench backfill sand, as well as haul~ng off site the unsuitable excavated soils from trench.
Item 2:. Subgrade Stabilization Rock
Subgrade stabilization rock was required to stabilize the top of the utility trenches where severe
. rutting was taking place, due to backfilling of these trenches with the excavated soft and wet
plastic soils.

Upon our recommendation and approval by the City. we negotiated a price of $ 12.50/ton fot
"Subgrade Stabilization Rock." This unit price includes all costs associated with furnishing,
hauling, properly installing,compactirig and shaping of the material as needed.

This change was necessary due.to the fact that the ~riginal contract item f~r hydrant.r~locations
orily provided "for extending the hydrant lead and placing the hydrant farther out from the main.
In this instance, it was necessary to relocate the hydrant easterly, along the main and roadway ,
requiring the plugging of the existing lead. and requiring the contractor to tap into the main ata .
new location, to provide a new hydrant lead. We have negotiated a price of $1,500.00 for this
work.
We recommend approval of the enclosed Change Order No.1 along with Application for
Payment No.2.
