The motion also allows a reserved space for an MTC Bus stop which will allow staff the ability to sign this area for MTC Bus stop if deemed appropriate. overview. staff has been working with st. Joseph's Church, 1310 Mainstreet, regarding three Mainstreet parking issues relating to the Mainstreet Improvement Project. These three issues are as follows: o School Bus Zone o Handicap parking Zone o Unrestricted parking along N. side of Mainstreet st. Josephs has requested City Staff to examine making some changes in the parking arrangements on Mainstreet between 13th and 14th Avenues to ~ccommodate the needs of its parishioners and the needs of the teachers and schoolchildren at John Ireland School. City Staff has taken st. Joseph's request to the Design Review committee, a subcommittee of the Business Council formed as a resource to make recommendations to the Business Council on' issues such as these relating to the Mainstreet Improvement Project. The Design Review Committee expressed support for each of the three requests outlined by st. Joseph's church. Base on staff suggestion, the Design Review Committee felt, however, that an area should be designated for an east-bound bus stop somewhere on Mainstreet in front of st. Joseph's church. The Design Review Committee left city staff and st. Joe's to define the details concerning the exact location of the bus stop & other items. . The request from st. Joseph's (map attached) indicates the locations for School Bus Parking, Handicap Parking, MTC Bus stop and unrestricted parking. Based on the information provided, the City council has the following primary issues to consider: o What regulations were established as part of the Improvement project? Upon recommendations from the Design Review Committee and the Parking Committee, the council adopted a resolution outlining the following parking regulations be established upon completion of the Mainstreet Improvement Project: o 1 hour limit. No parking 2 a.m. - 6 a.m., between 5th Avenue and 11th Avenue. o 2 hour limit. No parking 2 a.m. - 6 a.m., between 11th Avenue and Shady Oak Road. o What are the issues regarding st. Joe's request for School Bus parking? ..A request has been made to allow,School Bus Zone signs to be erected along 4Il.the south side of Mainstreet to allow School Bus parking, for one hour in the morning and one hour in the afternoon on school days. The attached map shows an area for School Bus parking which is approximately 190 feet long beginning at the West edge of the JOhn Ireland School property line and proceeding Easterly. The is approximately the identical area which had been designated for school buses for many years prior to the completion of the Mainstreet Improvement project. It is evident that John Ireland School is in need of an area on the south side of Mainstreet to drop off and pick up school children. The request states the designated area is to be signed for school buses only each school day between the hours of 8:30 - 9:30 a.m. and 3:00 - 4:00 p.m. This is . precisely the same as the signage which was there previous to the Mainstreet Improvement Project. Staff is recommending this request be approved. o What are the issues regarding st. Joe's request for Handicap parking? A request has been made that two 20 foot handicap parking spaces be created on the south side of Mainstreet as per the attached map. The attached map shows an area for two handicap parking spaces on Mainstreet .. 'n f:ont o~ st. Jose~h's. Additiona~ handicap parking spaces were const:ucted earl~er th~s summer ~n st. Joe's pr~vate lot. However, st. Joe's was st~ll two spaces short of the amount they had prior to the Improvement Project. These two handicap parking spaces being requested will increase the number of handicap spaces to the same level as prior to the Improvement Project. The vacant area between the two handicap parking spaces is proposed to be utilized for wedding/funeral main vehicle parking. . ;.~ ;~ council Report 92-194 est. Josephs parking issues Page 3 . Staff is recommending this request be approved. o What are the issues regarding st. Joe's request for unrestricted parking? A request has been made that unrestricted parking be allowed during the day along the north side of Mainstreet between 13th and '14th Avenues. The request has been made by st. Joseph's for the area between 13th and 14th Avenues on the N. side of Mainstreet be designated as unrestricted parking during the day, aside from the 50' reserved for a bus stop at 14th Avenue. st. Joseph's made this request on behalf of John Ireland School. One of the reasons expressed to staff qualifying the need for unrestricted parking in this area was that the teachers at John Ireland School needed an area in which to park during school hours, and that the lot behind JIS could not facilitate as much parking as is needed by the teachers of JIS. st. Joseph's also explained that their existing parking lot across 13th Avenue could be used for teacher parking, but that a portion of this lot is being utilized as a playground area for the school children at JIS. .. There are two.major issues involved with this request. They are as follows: . o This area has a different land use than other commercial areas along Mainstreet. A church, funeral home, and apartment complex occupy the entire block long area between 13th and 14th Avenues. o There are different parking needs associated withtbe type of land use in this area. There is no real need for quick stop Mainstreet parking within this block long area, because of the different nature of activity associated with these uses. - Upon approval, unrestricted parking would only apply during the day. Signage would still be erected indicating "No parking 2:00 a.m. to 6:00 a.m.". This addresses Public Works concerns relative to maintenance and snow removal. staff is recommending the request for unrestricted parking along the north side of Mainstreet between 13th and 14th Avenues be approved. Alternatives. Based on the information given, the city Council has the following alternatives available to them at this time: . 1. Approve Resolution No. 92-71 as recommended by staff approving the School Bus parking, Handicap Parking, an MTC Bus stop, and the request for unrestricted parking on the North side of Mainstreet between 13th and 14th Avenues. 2. Deny staff recommendation. 3. Wed Sep 30, 1992, 12pm Dear Paul; Saint Joseph Church would like to request a change in the parking configuration on Mainstreet from 13th Avenue to 14th Avenue, on both sides of MainstreeL These recommendations have the implicit approval of Ron Johnson of Strobeck Johnson Funeral Home, Diane Horner, Property Manager of the Renaissance Center, and the Hopkins Design Review Committee, and represents a configuration based on negotiations with Tom Harmening. 1. We request that [A] one School Bus Zone be established extending from the property line between the school and the funeral home for 190' to the east This zone should have a No Parking restriction for two periods during school days only. The no parking periods should be 8:30-9:30 am and 3:0D-4:oo pm each school day. This will put a 190' bus zone directly in front of the school, where it is the safest for the kids, and only when it is needed All other times we recommend unrestricted parking during the daylight and evening hours.. We support a no parking restriction during the night or curfew hours. . 2. We request that [B) two 20' Handicapped Parking Spaces be established as according to the attached drawing. These 20' spaces will straddle [C) one 20' loading zone directly in front of the main Church entrance. This configuration will allow the funeral hearses and wedding limos to use the center front door of the parish. We understand that the designation of handicapped parking will be for all daylight and evening hours. We also understand that the City is reluctant to designate the remaining 50' of curb as . handicapped because of a possibility of an MTC stop being placed there in the future. Therefore we ask that this zone be considered as [D] 50' of Unrestricted parking, until futher notice. 3. We request that an [E] Unrestricted Parking Zone be established on the north side of Mainstreet from 13th to 14th A venues, except for the first 50 feet extending west from the northeast corner of 14th and Mainstreet where an MTC bus bench and loading zone is located This would apply to daylight and evening hours.
