CR 92-196 CDBG Program Budget .. ....:~ .. ~.--'--- . -"-":-, ( \ \ 1; Y. 0 September 28, 1992 ...... . ...y c, o P K \ ~ council Report #92-196 YEAR XVIII URBAN HENNEPIN COUNTY CDBG PROGRAH BUDGET REVISION ProDosed Action staff recommends approval of the following motion: Request Hennepin County to amend Year XVIII Urban Hennepin County Community Development Block Grant budget to allocate $9,500 to the Greater Minneapolis Day Care Association (GMDC). with this motion, staff will request Hennepin County to amend Year XVII CDBG budget, allocating $9,500 to GMDC and reducing the housing rehabilitation budget to $96,514. overview During the 1992 budget process, the City Council targeted a portion of the Year XVIII COBG funds for the Greater Minneapolis Day Care Association. However, in March when the budget requests had to be submitted to Hennepin County the GMDC had shown difficulty in spending prior years CDBG allocations.' As a result, the budget for 1992 COBG funds was established with Hennepin County and the entire allocation ($106,014) was dedicated to housing rehabilitation. GMOC has now shown an ability to spend 1991 CDBG funds by December 31, .1992 and has requested an allocation of 1992 funds to provide services to approximately 4 to 6 families from January 1, 1993 to June 30, 1993. Currently there are 142 eligible Hopkins families on the waiting list. \. -~. -~"' --~.~_-:. . ... " Because of this demonstrated need and because the Council originally budgeted Year XVIII CDBG funds for the GMOC, staff is now recommending that the city request Hennepin County to revise the Year XVIII COBG budget allocating $9,500 to GMOC. In order to allocate $9,500 to the Greater Minneapolis Day Care Association, the budget must be revised and these funds taken from the housing rehabilitation activity. This will reduce the CDBG funds available for housing rehabilitation from $106,014 to $96,514, and reduce the number of rehabilitation projects undertaken with CDBG funds from approximately eight to seven. . I talked to Jim Nicholieabout asking the Hopkins Council for money to help more Hopkins families pay for child care between now and January 1,1993. There is enough left in your current account to help the 1 family now on your program. Jim felt it might be wiser t6 concentrate on mOney for 1993. Jim Nicholie suggested. thac perhaps the Hopkins Council would spend $10,000. to carry potentially 4 to 6 Hopkins families from January 1,1993 to June 30, 1993. Then we would request $20,000. in Community Development Block Grant year XIX funds for July 1, 1993 to June 30,1994. That amount would take care of the 4 to 6 families already being ~erved,plus 4 to 6 additional families. The current Hopkins waiting list has 142 eligible Hopkins families. A subsidy program that helped 8 families would then be helping about 5% of the Hopkins families on the waiting list. The state and county programs will serve ~ substantial number of Hopkins families. However, present funding will not eliminate the waIting. Thanks again for your concern about the subsidy program.
