APPROVE PLANS AND ORDER BIDS
FIRST STREET NORTH STORM SEWER
Proposed Action.
Staff recommends adoption of the following motion:
Council adopt Resolution 92-82. Resolution Approving

Overview
Initially a petition from residents in the 200 block between
Eighth and Ninth Avenue North was presented to the Council for
some action to alleviate neighborhood flooding. city forces
performed a general inspection of existing storm sewer pipes to
note conditions and perform necessary cleaning of lines. No
extraordinary maintenance was required and staff then began a
systematic examination of the existing storm sewer system. Storm
mains were televised for obstructions or collapsed sections and
nothing was noted. RCM Associates was retained as a consultant
to study the system and by early April a recommendation was made.
Plans. were submitted to staff later in July and these plans are
being presented for approval.

Analvsis
o what is the proposed project?
By referring to the attached fold-out plan you will note an
existing storm sewer shaded in yellow located in the alley
between Seventh and Eighth Avenues North that heads
southward and eventually becomes part of the First street
South trunk sewer. The engineer proposes to intercept the
main in First street North and install a 36" pipe (shaded in
red) for 1/2 of a city block and connect to the newly
installed 42" pipe at Seventh Avenue. The 42" pipe is part
of the 1989 Sixth Avenue storm Sewer project. The engineer
is confident that this by-pass system will alleviate
neighborhood flooding to the north as well as at other
problem areas south of Mainstreet.

Who will benefit?
Consult the second attached location map and you will note
areas shaded in red and yellow. The areas in yellow are
roughly the neighborhoods who are already benefitting from
the sixth Avenue storm sewer project of 1989. The areas in
red, those north of First street North and Hopkins Plaza
Apartments on Seventh Avenue south of Mainstreet, should
receive direct benefit from this project.
o
What is the cost and how will it be funded?
The engineer estimates the construction cost of this project
at approximately $40,000. Construction and engineering
costs would be borne by the storm Sewer utility Fund.
$50,000 was earmarked in the 1992 budget for drainage
upgrading at the Thermotech site in south Hopkins. It now
appears a Thermotech project can be funded through Nine Mile
Creek Watershed District participation and that would make
funds available for this proposal.

RESOLUTION NO: 92-82
RESOLUTION APPROVING PLANS AND AUTHORIZING BIDS
FIRST STREET NORTH STORM SEWER
WHEREAS, a petition was filed with the City Council concerning
.requested action to address localized flooding, especially in the 200
block between Eighth and Ninth Avenues North, and
WHEREAS, Council authorized 'a study to be undertaken, and
WHEREAS, such study and plans have been presented to the
Council for approval,
NOW THEREFORE, BE IT RESOLVED by the city Council of the City of
Hopkins, Minnesota:
1. Such improvement is hereby ordered as proposed by the
engineer, RCM Associates Inc., and presented to the Council on
October 6, 1992. '

2. Bid plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby approved and
ordered on file in the office of the city Clerk.
3. The City Clerk shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement under
such approved plans and,specifications. The advertisement shall
be published twice, shall specify the work to be done, shall
state that bids will be received by the clerk until 16 a.m., on
the 19th day of october, 1992 at the City Hall and that no bids
shall be considered unless sealed and filed with the clerk.
. 4. The clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read aloud bids
received at the time and place herein noted, and to tabulate the
bids received. The council will consider the bids, and the award
of a contract, at the regular City council meeting of October 20,
1992, in the Council Chambers.
