KNOLLWOOD STREET RECONSTRUCTION
proposed Action.
Staff recommends adoption of the following motion: Move that
Council authorize change Order No. 2 as it concerns the Knbllwood
street Reconstruction Project.

At its October 6 meeting council was provided information
concerning the poor subgrade soils encountered during Knollwood
street reconstruction and how that precipitated change Order No.
1. Council was also informed of an additional change order
request in the near future. This report outlines the need for a
second order. '

Analysis
o what is the justification for a change order?
The first six items under "Additions" concern extra utility
work. In summary, additional expense was encountered in
replacement of unsuitable trench soils, relocation of
hydrants, the use of 24" steel casing instead of 16" for
sanitary sewer relocation, and extra pipe fittings to
accommodate reconnection of residential sewer services to
the new sewer main.
The last two items under "Addition" concern the use of
select granular borrow and'geotextile fabric. Thesetwo
items were recommended by the field soils engineer to
provide adequate subsoil drainage in the roadway and
stabilizing support of the gravel base and bituminous
courses.
The attached letter from RLK Associates gives a more
detailed accounting of the recommended additions to the
original contract.

Change Order No.2
Dear Jim:
This letter is to explain the need for the items in Change Order No.2, submitted to you on
September 28, 1992.

Under "Additions", Trench Backfill Sand was needed to replace unsuitable soils in utility
trenches, as in Change Order No.1. Over Depth Hydrant Locations was for moving hydrants,
further out from the edge of the street, having ,water main depths greater than standard depth.
The 24" steel casing was to replace the proposed 16" casing for a sanitary sewer relocation
between Edgemoor Drive and Wilshire Walk. Due to large boulders in the ground, it was
thought that a 24" casing would be needed in order to remove large rocks impeding the
progress of the casing "push" ~
The 8" x 6" PVC wyes, 6" PVC bends, and 6" PVC pipe were to accommodate reconneciions
from the new sewer mains to non-standard 6" residential services.
The Select Granular borrow, Modified (sand) was recommended by our Soils Engineer to
proVoide adequate subsoil drainage in subcuts which are to be drained by perforated underdrains.
The Select Granular Borrow sand in the original contract has more fine particles, is less
expensive, and is not considered "clean" enough to provide adequate subsoil drainage to the
underdrain pipes. ,This is a "partial" quantity, and more will be needed in a later change order.
The Geotextile Fabric was also recommended by our Soils Engineer for use under the Class 5
gravel base over the entire project. This is considered necessary to provide adequate subgrade
support under the gravel base and pavement courses, and spread traffic loads more uniformly
~,over utility trench areas and other spots in the roadbed having more settlement potential.

Under "Reductions", 553 feet of 6" watermain was deleted and not installed adjacent to new
sanitary mains. This was a cost saving measure, due to the expense of Trench Backfill Sand,
and done only where the water main had not been exposed or disturbed by sanitary sewer
construction and where there was no past history of water main breaks. This 553 feet of pipe
will not be added as a quantity to the regular payments.

The 16" Steel Casing, 110 L.F. will be deleted from a fQ.ture payment, as it has already been
included in Payment No.3. The 24" casing will be added to a future payment, after approval
of Change Order No.2.
Please be assured that we are making every effort to keep these additional costs as low as
possible, while maintaining high quality and ensuring low long-term maintenance costs.
