Proposed Action.
Staff recommends adoption of the following motion: Move that
Council adoTit Resolution 92 -90, Resolution Approving Plans and
Authorizing Bids. Project 92 -13: HCRRA /13th Avenue Box Culvert.
Project 92 -14: Thermotech Ponds.
Overview
Throughout the past summer staff has kept Council aware of
various neighborhood flooding problems brought to the fore by the
numerous and sometimes intense rainfalls. Two areas of
prominence have been the apartment complex at 13th Avenue and 2nd
Street South (Dennis Roof property) and the Thermotech commercial
site off 5th Street South near the Soo Line Railroad. The first
site is important because of flooding's impact on life and
property during intense rainfalls, the second because of repeated
loss of business and use of parking lots at Thermotech and other
commercial establishments nearby.
Staff approached the Nine Mile Creek Watershed District in a
tentative way to suggest storm sewer projects that could
remediate the problems but went contrary to established flood
plain elevations as determined by that water management
organization. The watershed district surprisingly accepted
proposals on the basis that it was prepared to make revisions in
the upper reaches of the creek's flood plain and suggested more
concrete plans from the City. Staff immediately appointed RCM
Associates to coordinate storm sewer plans for district approval,
and the result is the attached proposal for Council approval.

The first project calls for replacement of the present
culvert under the HCRRA trail at the 13th Avenue South
alignment with a larger box culvert structure similar to
that placed recently under County Road 3 on the same
alignment. The net effect will be to have taken.the
apartment complex, including dwellings and garages out of
the 100 year flood plain. In such an event,at worst,
flooding will be localized to areas in Second Street South.
The second project entails excavation of holing ponds west .
of the Thermotech site. Presently a low area west of this
area holds a minimal amount of runoff and is drained by an
ill- functioning pipe that outlets into Nine Mile Creek.
Even during nominal rainfalls Thermotech is plagued by
inundated dock areas and parking lots. Excavation of
ponding areas will better define limits of flood waters,
increase capacity to hold those flood waters, and provide
compensating flood storage for the increased creek flow
caused by the first project as mentioned above. The City
will need to obtain easements for these ponds.
An adjunct to the second project is the City's plan to
provide a Swale from the southwest corner of the Thermotech
building to the creek to handle overflow waters in the
proposed ponding area. This is being done in lieu of
replacing the present poorly functioning pipedraining the
low area to the creek. The project is underway at this
writing and is being funded as a budgeted item in storm
sewer maintenance. In summary, proposals for this area
provide short and mid -term flood remediation and set the
stage for more permanent relief.
Attached you will find site maps that will locate the
proposed projects. RCM Associates will provide more
detailed plans at the meeting.
o What is the cost and how will the projects be funded?
The engineer estimates the cost of the two projects at
approximately $120,000 for the box culvert and $45,000 for
pond excavation. The engineer's fee for design work and
construction inspection is approximately $30,000.
Initially the project costs would need to be funded by PIR.
However, the Watershed District has indicated it would most
likely reimburse the City for a majority if not all of the

project costs. The Watershed District is currently revising
its water management plan to include improvements needed
throughout the district. Improvements identified in the
plan are eligible for 100% funding. Therefore staff is
prepared to seek district approval of these two projects at
the district meeting of October 21. If approval is granted
the City could realize reimbursement sometime in 1993.
o What other projects are planned?
Potential projects for 1992 are enlarging the pipe opening
under the Soo Line Railroad immediately east of the
Thermotech building and replacing the pipe south of the same
building. The latter pipe drains the low area west of
Thermotech but does not function properly. Funding for
these improvements is projected to be from Watershed
District reimbursement.

RESOLUTION APPROVING PLANS AND AUTHORIZING BIDS
PROJECT 92 -13: HCRRA /13TH AVENUE BOX CULVERT
PROJECT 92 -14: THERMOTECH PONDS
WHEREAS, City staff has undertaken preliminary steps with the Nine
Mile Creek Watershed District Board requesting revision of
its water management plan, and
WHEREAS, City staff has authorized preparation of project plans that
specifically revise the water management, plan and target
needed storm improvements in the City, and
WHEREAS, the City has been informed that Watershed District approval
of City projects revising the district plan are eligible for
district funding, and
0 WHEREAS, such plans have been presented to the Council for approval,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hopkins, Minnesota:
1. Such improvement is hereby ordered as proposed by the
engineer, RCM Associates Inc., and presented to the
Council on October 20, 1992.
2. Bid plans and specifications, a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered on file in the office of the City
Clerk.
3. The City Clerk shall prepare and cause to be inserted
in the official paper and in the Construction Bulletin
an advertisement for bids upon the making of such
improvement under such approved plans and
specifications. The advertisement shall be published
twice, shall specify the work to be done, shall state
that bids will be received by the clerk until 10:00
a.m., on the 12th day of November, 1992 at the City
Hall and that no bids shall be considered unless sealed
and filed with the clerk.
4. The clerk and engineering superintendent are hereby
authorized and instructed to receive, open, and read
aloud bids received at the time and place herein noted,
