Proposed Action
Staff recommends that the Council approve the following motion: Move to award the City's towing contract
to Dick Hughes. Inc.
Overview
Dick Hughes, Inc. lost its lease for its towing lot in Hopkins. This forced Mr. Hughes to move his operation
to St. Louis Park. The original bid specifications required the storage lot to be located within Hopkins. Since
the lot was now outside, of Hopkins, staff recommended that the contract be rebid to allow other towing
companies located outside of Hopkins to bid on the contract.
The bid specifications were revised and bids were solicited from towing companies located within five miles of
Hopkins. Two bids were received:

$47.56 for tow and first day's storage
$58.00 for tow and first day's storage
The contract is for one year with an option for two additional years.
Prima" Issues to Consider
· Does Dick Hughes, Inc. provide good service?
From the City's point of view, Dick Hughes. Inc. has always provided good service. Cars are towed in
a timely manner. Dick Hughes, Inc. is very responsive to the needs of the police and public works
departments. Staff has received a number of complaints about Dick Hughes, Inc. concerning customer
service. Complaints have been made of rudeness, difficulty in retrieving vehicles, and difficulty in '
receiving payment for damages where the amount is less than the insurance deductible. However,
considering the number of cars that are towed and the nature of the business, staff does not feel that
these complaints are sufficient to deny the contract to Dick Hughes, Inc. Staff will continue to
monitor the service provided by Dick Hughes, Inc. Customer service will definitely be a factor in
whether staffwill recommend that the contract be renewed for 1994.
