DISCONTINUATION OF 300 GALLON COLLECTION PROGRAM
Proposed Action.
Staff recommends that the Council approve the fOllowing motion: "Move
to discontinue the 300 gallon refuse.collection service."
This action will formally change our refuse service in regard to the
300 gallon container collection. Due to the high cost of providing
this service it has been determined that material collected in these
containers can better be handled by the private sector and our Bulk
Item Pick-up Program. .
Overview.
Discontinuation of the 300 gallon container collection service was
discussed at the October 13, 1992 Council Work Session. Staff
informed Council that the problems facing us. with the 300 gallon
collection were tpat the materials being put into the containers were
causing collection and disposal problems. It was also determined that
the cost of providing this service was too heavily subsidized by the
refuse utility fund.

Analvsis of Issues
o . What is the reason for discontinuing this service?
This service costs the city approximately $19,000 per year,
averaging about 234 -300 gallon containers emptied during the
year and disposing of about 60 tons of refuse. Revenue generated
from this is approximately $5,840 leaving $13,150 dollars
subsidized by the Refuse utility. At this rate of use and cost
for handling this service, it costs the city about $317'per ton
of refuse disposed of which most is subsidized by the refuse
utility~
Because education is difficult, problem materials get placed in
the container and require removal by city crews. The most common
use of the 300 gallon container is for construction material
which residents are told not to put in the container. This
mater ial causes blockages and damage to our equipment.
Construction material is better handled by private dumpster
companies with larger containers and by our bulk item pick up.
Also, the type of material collected in the 300 gallon container
is rejected by EPR locally and must betaken to the Brooklyn Park
Transfer station for disposal. This along with the other
problems makes it a very time consuming and costly service from
start to finish. .
o What replacement options will be available to residents for
disposal of unwanted items?
In the past when the city did the spring Clean up we took most of
the same type of material that is currenty handled by the 300
gallon containers. We required homeowners to bag or box small
items together. Requiring homeowners to prepare material in a
similar manner will allow us to pick up the material through our
Bulk Item Pick up Service. This service is preferrable because
it allows us to recycle carpet, metal and wood material reducing
disposal costs.
If this option is not feasible, due to a large construction
project, there are local companies such as Willie's Dumpster
Service, Randy's Sanitation, BFI and Waste Management tha:t offer
different size dumpsters for this material. Attached is a
listing of prices.
Residents also have the option of hauling the material direct to
the Hennepin County Transfer station which is only about 20
minutes away, or saving the material until our Free Bulk Drop
off.
