OPK\\'\ Council Report: 92-217 ADOPTION OF RESOLUTION 92-93 AUTHORIZING THE SUBMITTAL OF THE 1993 HENNEPIN COUNTY RECYCLING GRANT APPLICATION Proposed Action. .. staff recommends adoption of the following motion: "Move to adopt Resolution No. 92-93 authorizing the submittal of the 1993 Hennepin County Recycling Grant APplication. II Overview. The city of Hopkins began a source-separated curbside recycling program on February 1, 1989 in reSponse to County and Metropolitan council mandates. In order to aid cities in funding their recycling programs, Hennepin County developed a Funding Assistance Policy for Residential Recycling. This policy requires that each municipality, applying for funding assistance, adopt a resolution each year approving the submittal" of the grant. application. A copy of the resolution must be submitted to the County before they will process the application. This procedure was followed in previous years to re-affirm the city's comrni tment to recycling and qualify for funding. The resolution proposed was adapted from a sample developed by Hennepin County. 'Primary Issues to Consider o Is adoption of this Resolution in the best interest of the City of Hopkins? supportinq Information o Analysis of Issues o Hennepin County Letter of 10/16/92 o Hennepin County Residential Recycling Funding Policy o Resolution 92-93 .~.~ . Analysis of Issues o Is adoption of this Resolution in the best interest of the City of Hopkins? The city of Hopkins' recycling program successfully achi~ved the abatement goals required to receive 80% funding from Hennepin County in 1989, 1990 and 1991. These goals were outlined in the funding policy 'established each year. Final 1992 results are not available at this time, however, there is a good chance that we will successfully meet the abatement goal established for this year. Funding received in previous years was: 1989 1990 1991 1992 $97,583.00 $68,236.00 $88,880.00 $94,128.00 (projected funding) . In 1993 Hennepin County will initiate a new funding policy for residential recycling. This policy is a five year policy devised to more fairly allocate funds to municipalities. The new funding policy limits future funding to $1.75/household/month, and amount established as required for a "basic recycling program". The projected funding for Hopkins with the new policy for 1993 is approximately $68,000. Newly established households can be added during the application process. The County is still requiring a resolution authorizing submittal of the grant application, as a part of the application process for 1993. . .' ,. . . . Please submit your completed application by November 1, 1992. Also, please submit a resolution passed by your council, board or commission approving submittal of the application. Because of the delay in mailing the application, please send us the completed resolution before the end of November. Also attached is a list of working sessions scheduled for October 23 and 26, 1992, to assist you in filling out the application. Please feel free to attend the meeting that is most convenient for you. Bring a draft of your completed application if possible. One of the intentions of the new Funding Policy is to eliminate the need for amendments to 1993 Grant Agreements. Please keep this in mind when completing the application~ If your community anticipates the formation of new households during the year, please reflect this in the number of households served curbside that you fill in on Part m., Entitlement Amount. If needed, the last payment will reconcile the annual entitlement amount in accordance with your actual number of households. A payment will be sent for one third of the amount applied for upon Board approval of the application and execution of the Grant Agreement. . Sincerely, G:rJ-Y09. ~ Paul M.
